Amendment No. 9—

Strike in their entireties lines 14 thru 16 on page 4 of the printed bill
and insert in lieu thereof the following:

"(C) ANY INTEREST ENUMERATED IN THIS SECTION
HELD BY THE SPOUSE OR A CHILD OF THE PERSON MAKING
THE STATEMENT SHALL BE REPORTED IF SUCH INTEREST
WAS AT ANY TIME DURING THE YEAR FOR WHICH THE
STATEMENT IS FILED DIRECTLY OR INDIRECTLY CON-
TROLLED BY THE PERSON MAKING THIS STATEMENT.

[Failure to file any statement required by this subtitle shall be a
misdemeanor, punishable upon conviction by a fine not exceeding
one thousand dollars ($1,000.00), or imprisonment of not more than
six (6) months, or both.]

(A)    THERE IS ESTABLISHED THE FINANCIAL DISCLO-
SURE ADVISORY BOARD. IT SHALL CONSIST OF THREE MEM-
BERS, ONE APPOINTED BY THE GOVERNOR, ONE APPOINTED
BY THE PRESIDENT OF THE SENATE, AND ONE APPOINTED
BY THE SPEAKER OF THE HOUSE OF DELEGATES. THE
BOARD SHALL ELECT ONE OF ITS MEMBERS AS CHAIRMAN.
THE MEMBERS SHALL EACH HOLD OFFICE FOR A TERM OF
FOUR YEARS, CO-EXTENSIVE WITH THE TERM OF THE GOV-
ERNOR, AND SHALL CONTINUE IN OFFICE UNTIL THEIR
RESPECTIVE SUCCESSORS ARE APPOINTED. VACANT POSI-
TIONS ON THE BOARD SHALL BE FILLED PROMPTLY, FOR
THE UNEXPIRED TERM THEREOF, BY WHICHEVER AP-
POINTING AUTHORITY APPOINTED THE MEMBER WHOSE
POSITION IS BEING FILLED. MEMBERS OF THE BOARD
SHALL BE ELIGIBLE FOR REAPPOINTMENT. NO OFFICER OR
EMPLOYEE OF THE STATE OF MARYLAND OR CANDIDATE
FOR PUBLIC OFFICE SHALL BE ELIGIBLE TO SERVE ON
THE BOARD. EACH MEMBER OF THE BOARD SHALL RECEIVE
PER DIEM COMPENSATION AS PROVIDED IN THE BUDGET
FOR EACH DAY ACTUALLY ENGAGED IN THE DISCHARGE OF
THAT MEMBER'S OFFICIAL DUTIES. AS WELL AS REIM-
BURSEMENT FOR ALL NECESSARY AND PROPER EXPENSES.
THE BOARD SHALL HAVE SUCH STAFF AS PROVIDED IN
THE BUDGET. MEETINGS SHALL BE HELD AT THE CALL OF
THE CHAIRMAN, OR ANY TWO MEMBERS OF THE BOARD.
TWO MEMBERS SHALL CONSTITUTE A QUORUM AND THE
CONCURRENCE OF AT LEAST TWO MEMBERS SHALL BE RE-
QUIRED FOR ANY ADVISORY DECISION OR OPINION REN-
DERED BY THE BOARD. WITHIN THIRTY (30) DAYS FROM
THE EFFECTIVE DATE OF THIS SUBTITLE, THE GOVERNOR,
THE PRESIDENT, AND THE SPEAKER SHALL APPOINT INI-
TIAL MEMBERS TO THE BOARD, TO SERVE UNTIL THE THIRD
WEDNESDAY OF JANUARY, 1975.

(B)    IT SHALL BE THE FUNCTION OF THE PUBLIC DIS-
CLOSURE ADVISORY BOARD:
