The Senate met at 12:00 o'clock noon.

Prayer by Rev. Richard V. Landis, St. Anne's Episcopal Church, Anna-
polis, Md.

Present at roll call the following Senators:

The President laid before the Senate the Special Orders of the Day.

Senate Bill No. 16—By Senator Crawford:

A BILL ENTITLED
AN ACT concerning

Fair Election Practices—Campaign Expenditures

FOR the purpose of limiting campaign expenditures, with respect to a
simple election, to ten cents times the total population of the state,
district, or other area within which the election is held of $1,000,
whichever is more.

BY adding to

Article 33—Election Code

Section 26-10 (d)

Annotated Code of Maryland

(1971 Replacement Volume and 1972 Supplement)

Status of Bill: Question is on motion by Senator Crawford to reconsider
the vote by which Senate Bill No, 16 failed to be withdrawn from the
Rules Committee and re-referred to Judicial Proceedings Committee.

Said motion prevailed by yeas and nays,.

Senator Crawford moved, duly seconded, to withdraw Senate Bill No.
16 from the Rules Committee and to re-refer Senate Bill No. 16 to the
Judicial Proceedings Committee.

Said motion failed by yeas and nays.
