House Joint Resolution No. 3—By Delegate McCarty.
A House Joint Resolution concerning

State Employees—Pay Increases

For the purpose of requesting that all employees of the State of Mary-
land be granted a 7.5% pay increase effective October 1,1973.

Whereas, The cost of living in the State of Maryland has accelerated
so rapidly since State Employees received their last pay increase that the
pay increase has, in effect, been wiped out; and

Whereas, The actual cost of living since the last pay increase for State
Employees has in fact increased by at least 7.5 per cent; now, therefore,
be it

Resolved, by the General Assembly of Maryland, That a pay increase for
all employees of the State of Maryland be granted as of October 1, 1973 at
the increased rate of 7.5 per cent; and be it further

Resolved, That this pay increase be funded from any existing surpluses
contained in the current 1974 State Operating Budget; and be it further

Resolved, That copies of this Resolution be sent by the Secretary of State
to the Honorable Marvin Mandel, the Honorable Blair Lee, the Honorable
Louis L. Goldstein, the Honorable William S. James, and the Honorable
Thomas Hunter Lowe.

Subject: "INTEREST AND USURY".

Status of bill: Favorable report not adopted; amendments not adopted;
on second reading.

AMENDMENTS TO EMERGENCY HOUSE BILL NO. 21
By the Economic Matters Committee:
Amendment No. 1—

In line 5 of the title of the first reader immediately before the word
"mortgage" and the word "deed" insert the word "first".

Which amendment was read and adopted.

Amendment No. 2—

In line 6 of the title of the first reader after the word "property" insert
"or any interest therein".

Which amendment was read and adopted.

Amendment No. 3—

In line 21 of Section 13 on page 1 of the first reader immediately
before the word "MORTGAGE" and the word "DEED" insert the word
"FIRST".

Which amendment was read and adopted.
