Senate Bill 996, which was enacted by the General Assembly and signed
by me on May 24, 1973, accomplishes the same purposes as Senate Bill
641, in addition to amending several other provisions of the Boiler Safety
Act.

Therefore, it is unnecessary for me to sign Senate Bill 641.

Senate Bill No. 641—By Senator Pine (Departmental):

An Act to repeal and re-enact, with amendments, Section 169 of
Article 48 of the Annotated Code of Maryland (1971 Replacement Volume),
title "Inspections," subtitle "Boiler Safety Act," to transfer the Board
of Boiler Rules to the Division of Labor and Industry.

The President put the question: Shall the bill pass notwithstanding the
objections of the Executive ?

The President announced the veto was sustained by roll call as follows:

Bear Mr. President:

In accordance with Article II, Section 17, of the Maryland Constitution,
I have today vetoed Senate Bill 658.

This bill authorizes the Insurance Commissioner, under certain condi-
tions, to issue, without notice and before a hearing, an order requiring
the insurer to cease and desist from writing any further insurance in
the State.

House Bill 534, which was enacted by the General Assembly, and signed
by me on May 24, 1973, accomplishes the same purpose.

Additionally, the Attorney General has advised me, in an opinion which
is to be considered part of this message, of a conflict in form between
Senate Bill 658 and House Bill 534.
