Dear Mr. President:

In accordance with Article II, Section 17, of the Maryland Constitution,
I have today vetoed Senate Bill 194.

This bill requires the Handgun Permit Review Board to inform an appli-
cant of the Board's decision and the basis therefor.

House Bill 506, which was enacted by the General Assembly and signed
by me on May 21, 1973, accomplishes the same purpose as Senate Bill
194 by requiring the Board to state in writing the reasons for any
rejection of an application or any revocation or limitation of a permit.
Senate Bill 194 differs from House Bill 506, however, in that the former,
on its face, would require a written explanation even in instances where
the Board determines to grant a permit or otherwise take action favor-
able to the applicant. This requirement would place what appears to be
an unnecessary and, possibly, unintended additional burden upon the
Board.

Because House Bill 506 accomplishes the same basic purpose, and is the
preferable bill, I have decided to veto Senate Bill 194.

Senate Bill No. 194—By Senator Bauman:

An Act to repeal and re-enact, with amendments, Section 36E(g) of
Article 27 of the Annotated Code of Maryland (1972 Supplement), title
"Crimes and Punishments," subtitle "Crimes and Punishments," sub-
heading "Handguns," to provide that the Handgun Permit Review Board
shall [[grant a hearing upon request to any person whose application for
or renewal of a permit has been rejected, or whose permit has been
revoked or limited by the Superintendent of State Police.]] inform an
applicant of the basis of its decision.

The President put the question: Shall the bill pass notwithstanding the
objections of the Executive?

The President announced the veto was sustained by roll call as follows:
