department publishes notice in every county
because it believes the Bruce decision

4-804. COMMERCIAL CRABBER'S LICENSE; EXCEPTIONS;
FEES.
(A) COMMERCIAL CRABBER'S LICENSE REQUIRED. - ANY
STATE RESIDENT DESIRING TO CATCH CRABS IN THE WATERS
OF THE STATE FOR COMMERCIAL PURPOSES AND EVERY PERSON
WORKING ON ANY BOAT USED TO CATCH CRABS FOR COMMERCIAL
PURPOSES FIRST SHALL OBTAIN A NUMBERED LICENSE.
(B) EXCEPTIONS TO LICENSE REQUIREMENT. - ANY
PERSON CRABBING FROM A "FOR HIRE" BOAT OPERATED BY THE
OWNER, WHO IS PRESENT ON THE BOAT AND IS LICENSED TO
CATCH CRABS FOR COMMERCIAL PURPOSES, IS NOT REQUIRED
TO OBTAIN A LICENSE.
(C) LICENSE FEES; DURATION OF LICENSE. - EVERY
APPLICANT SHALL PAY A LICENSE FEE OF $5 AND, IN
ADDITION TO THIS SUM, 25 CENTS TO THE ISSUING CLERK OF
THE COURT. A COMMERCIAL CRABBER'S LICENSE IS VALID
FOR THE YEAR IN WHICH IT IS ISSUED.
(D) RIGHT OF LICENSE HOLDER. - A COMMERCIAL
CRABBER'S LICENSE HOLDER MAY CATCH CRABS WITH A
SCRAPE, NET, DIP NET, OR TROTLINE.
(E) EXHIBITION. - ANY PERSON CATCHING CRABS FOR
COMMERCIAL PURPOSES SHALL EXHIBIT HIS LICENSE UPON THE
DEMAND OF ANY NATURAL RESOURCES POLICE OFFICER OR ANY
LAW ENFORCEMENT OFFICER OF THE STATE.
(F) PERSONS EXEMPTED FROM LICENSE FEE. - ANY
PERSON 65 YEARS OF AGE OR OVER, OR UNDER 14 YEARS OF
AGE, IS NOT REQUIRED TO PAY THE LICENSE FEE SPECIFIED
IN THIS SECTION.
REVISOR'S NOTE: This section is new language
derived from Article 66C, section 322 of
the Code. The verb "take" and other verbs
connoting catching or taking are proposed
for deletion throughout this subtitle in
light of the definition of "catch" appearing
in section 4-101(b). The phrase "for
commercial purposes" has been substituted
for "for market" throughout this subtitle
