regular employees of "any agency or
department" of the State is proposed for
deletion because they are included within the
reference to State.
Art. 48, §58(c) of the Code is proposed for
deletion because it is obsolete. No member
is bonded.
The only other changes made are in style.
SEC. 7-204. APPOINTMENT OF EXECUTIVE SECRETARY -
TREASURER; EMPLOYMENT OF PART-TIME PERSONS; OFFICE
SPACE AND EQUIPMENT.
THE AUTHORITY, SUBJECT TO THE PROVISIONS OF THE
BUDGET AND THE APPROVAL OF THE SECRETARY, MAY APPOINT
AN EXECUTIVE SECRETARY - TREASURER AND FIX CONDITIONS
OF EMPLOYMENT AND SALARY, EMPLOY PERSONS ON A
[[PART-TIME]] SEASONAL BASIS AND FIX THE CONDITIONS OF
EMPLOYMENT AND SALARY, AND LEASE OR BUY OFFICE SPACE
AND PURCHASE NECESSARY SUPPLIES AND EQUIPMENT.
REVISOR'S NOTE: This section is new language
derived from Art. 48, §63 of the Code. It
permits the Authority to employ the Executive
Secretary — Treasurer and part—time persons
because they are not within the purview of
the Merit System Law; See Art. 64A, §3. This
section is revised by amendment to authorize
the Authority to employ persons on a
"seasonal" basis in order to take into
consideration the nature of the tobacco
industry.
The present provisions in Art. 48, §64
enabling the Authority to employ inspectors
is omitted here because any full—time
employees not in policy—making positions or
specifically excluded from the Merit System
are employed by the Secretary in accordance
with the Merit System Law; See Art. 41,
§430(d). Although Art. 41, §430 provides
that employees are to be appointed pursuant
to the Merit System Law "unless otherwise
provided by law," full time employees of the
Authority properly belong within the System.
SEC. 7-205. FUND; APPROPRIATION FOR AUTHORITY.
ANY MONEY RECEIVED BY THE AUTHORITY CONSTITUTES A
