MARVIN MANDEL, Governor                                 1455

discretionary to permit the Secretary to
employ such persons only when the
Department does not have adequate personnel
to suppress the epidemic.

The only other changes made are in style.

SEC. 3-104. LOCAL HEALTH AUTHORITIES AND
VETERINARIANS REQUIRED TO REPORT CONTAGIOUS AND
INFECTIOUS DISEASES.

(A) INVESTIGATIONS AND REPORTS BY LOCAL HEALTH
AUTHORITIES.

EVERY LOCAL HEALTH AUTHORITY OF EVERY COUNTY
SHALL INVESTIGATE EACH REPORTED CASE OF CONTAGIOUS OR
INFECTIOUS DISEASE OF LIVESTOCK OR POULTRY IN THE
COUNTY. IF THE AUTHORITY FINDS A CONTAGIOUS OR
INFECTIOUS DISEASE, IT SHALL REPORT TO THE SECRETARY.

(E) REPORTS BY VETERINARIAN.

ANY PERSON PRACTICING VETERINARY MEDICINE IN THE
STATE SHALL REPORT IMMEDIATELY TO THE SECRETARY ANY
CONTAGIOUS OR INFECTIOUS DISEASE AMONG LIVESTOCK OR
POULTRY OF WHICH HE HAS KNOWLEDGE. THE REPORT SHALL
BE IN WRITING, AND INCLUDE A DESCRIPTION OF EACH
ANIMAL AFFECTED, THE NAME AND EXACT ADDRESS OF THE
OWNER OR PERSON IN CHARGE OF THE ANIMAL, IF KNOWN, THE
EXACT LOCATION OF THE ANIMAL, AND THE NUMBER OF
SUSCEPTIBLE DOMESTIC ANIMALS THAT HAVE BEEN EXPOSED TO
THE DISEASE. THE REPORT SHALL BE MADE WITHIN 48 HOURS
AFTER THE PERSON KNOWS OF THE DISEASE.

REVISOR'S NOTE: Subsection (a) is new language
derived from Art. 66C, §413(a) of the Code.

Subsection (b) presently appears as Art.
66C, §422 of the Code. The reference to
specific diseases is proposed for deletion
because it is superfluous. The initial
clause of the section requires reporting of
any contagious or infectious disease
regardless of what it is. In addition,
many of the diseases listed no longer exist
in Maryland, such as glanders,
pleuro—pneumonia, sheep scab, or dourine of
horses. The penalty provision is proposed
for deletion in light of the uniform
penalty provision of this Article.
