EMERGENCY. THIS LIMITATION WITH RESPECT TO THE
AGENCY'S BUDGET SHALL BE APPLICABLE TO ALL AGENCIES IN
THE EXECUTIVE, JUDICIAL, AND LEGISLATIVE BRANCHES OF
GOVERNMENT NOTWITHSTANDING ANY EXEMPTIONS FROM THE
PROVISIONS OF THIS SUBTITLE CONTAINED IN SECTION
244(A) OF THIS SUBTITLE.
SECTION 2. AND BE IT FURTHER ENACTED, That this
Act is hereby declared to be an emergency measure and
necessary for the immediate preservation of the public
health and safety and having teen passed by a yea and
nay vote supported by three—fifths of all the members
elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of
its passage.

AN ACT to add a new Article to the Annotated Code of
Maryland, to be designated and known as the
"Agriculture Article", to revise, restate, and
recodify the laws of this State pertaining to
agriculture, including those dealing with the
organization, structure, operations, duties, and
authority of the Department of Agriculture and
its offices, employees, and units; concerning
definitions, regulation of livestock and poultry,
regulation of livestock and poultry products,
pesticide and disease control, commercial feed
and fertilizer, tobacco, soil conservation,
regulation of seeds, grass and noxious weeds,
promotion and identification of agricultural
products, weights and measures; dealing generally
with agriculture in this State and the laws
relating thereto; and providing for the
enforcement of those laws and penalties for their
violation; to repeal Art. 41, "Governor -
Executive and Administrative Departments", §§
430-437 inclusive; Art. 43, "Health", §§
150-152B inclusive, 153-157 inclusive, and 197-1
through 197-26 inclusive; Art. 48, "Inspections",
§§ 9-21 inclusive, 23-43 inclusive, 49-69
