MAKE RULES AND REGULATIONS.— THE BOARD SHALL
ADMINISTER AND ENFORCE THE PROVISIONS OF PART III OF
THIS SUBTITLE. IT HAS THE POWERS EXPRESSLY CONFERRED
OR REASONABLY IMPLIED FROM THE PROVISIONS OF THIS
TITLE. THE BOARD MAY MAKE AND ENFORCE RULES AND
REGULATIONS NECESSARY TO CARRY OUT THE PROVISIONS OF
PART III OF THIS SUBTITLE.

REVISOR'S NOTE: This subsection presently appears
as Article 96A, section 83(d) of the Code.
The final sentence is proposed for deletion
as redundant to the provisions of title 1
of this Article (see sections 1—102, 1—103,
and 1-104) . The next to last sentence of
this section is proposed for deletion and
is set forth in section 8-610. The only
other changes made are in style.

(E)    EXECUTIVE DIRECTOR AND OTHER PERSONNEL;
QUALIFICATIONS; TENURE AND COMPENSATION.—THE BOARD
MAY EMPLOY A SECRETARY AND OTHER ASSISTANTS NECESSARY
TO ASSIST IN DISCHARGING ITS DUTIES. IT ALSO MAY
EMPLOY AND DISCHARGE AT ITS PLEASURE AN EXECUTIVE
DIRECTOR. THE EMPLOYMENT OR REMOVAL OF THE EXECUTIVE
DIRECTOR AND ANY OTHER PERSONNEL IS SUBJECT TO THE
APPROVAL OF THE SECRETARY. THE EXECUTIVE DIRECTOR
SHALL POSSESS A BROAD KNOWLEDGE OF THE BUSINESS OF
WELL DRILLING. HE SHALL DEVOTE HIS ENTIRE TIME TO THE
DUTIES OF HIS OFFICE, AND MAY NOT HOLD ANY OTHER
POSITION OR OCCUPATION OR ENGAGE IN ANY OTHER BUSINESS
WHICH WOULD INTERFERE WITH THE WORK OF HIS OFFICE OR
APPEAR TO BE INCONSISTENT WITH THE DUTIES AND
RESPONSIBILITIES OF HIS POSITION. THE EXECUTIVE
DIRECTOR AND OTHER EMPLOYEES SHALL HAVE THE
COMPENSATION PROVIDED IN THE STATE BUDGET.

(F)    DUTIES AND BOND OF BOARD SECRETARY.—THE
BOARD SECRETARY SHALL COLLECT, ACCOUNT FOR, AND PAY
OVER ANY REQUIRED FEE IN THE MANNER PRESCRIBED BY RULE
OR REGULATION OF THE COMPTROLLER. THE BOARD SECRETARY
SHALL GIVE BOND IN THE PENALTY AND FORM REQUIRED BY
THE COMPTROLLER.
