carnival, or raffle or shall receive or be paid any of the proceeds from any such
carnival, bazaar, or raffle, for personal use or benefit. It shall be lawful for such
organization or corporation to award prizes in cash or in merchandise by such
devices as are commonly designated as paddle wheels, wheels of fortune, chance
books, bingo, or any other gaming device, provided however that any carnivals,
bazaars, or raffles shall be managed by the members of such group, organization
or corporation personally through its members.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

CHAPTER 439
(Senate Bill 832)

AN ACT to repeal and re-enact, with amendments, Sections 4A-2(a), 4A-4(a),
4A-4(b), 4A-6(d), 9-3 and 26-3(c) of Article 33 of the Annotated Code of
Maryland (1971 Replacement Volume), title "Election Code," subtitles
"Certificate of Candidacy," "Vacancies in Nominations-In General" and "Fair
Election Practices," to include candidates for the House of Delegates in the
provisions of the Election Laws relating to the place of filing of certificates of
candidacy, to provide that candidates for certain offices pay filing fees upon
filing their certificates of candidacy, to provide for the filling of certain
vacancies, and to set forth the duties of a campaign treasurer and relating
generally thereto.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 4A-2(a), 4A-4(a), 4A-4(b), 4A-6(d), 9-3 and 26-3(c)
of Article 33 of the Annotated Code of Maryland (1971 Replacement Volume),
title "Election Code," subtitles "Certificate of Candidacy," "Vacancies in
Nominations-In General" and "Fair Election Practices," be and they are hereby
repealed and re-enacted, with amendments, all to read as follows:

4A-2.

(a) Certificates of candidacy shall be filed under oath with the State
Administrative Board of Election Laws for the nomination of members of
Congress or of candidates for offices to be filled by the voters of the entire State
or of any division of a greater extent than one county. Certificates of candidacy for
the nomination of members of the State Senate AND THE HOUSE OF
DELEGATES shall also be filed with the State Administrative Board of Election
Laws.

4A-4.

(a) In case of any vacancy which may exist in respect to a candidate for any
officer elected by the voters of more than one county or Baltimore City except
State Senator OR MEMBER OF THE HOUSE OF DELEGATES, by reason of
there being no candidate of a political party to file for the same in any such
primary election, such vacancy shall be filled by the State central committee, or
governing body, of the political party of the State.
