Board may designate officers of county humane societies, societies for the
prevention of cruelty to animals. OR licensed veterinarians [,] to act as its agent
and to make routine inspections. [Such agents] THEY shall serve without pay, but
may be paid actual expensed as elsewhere provided in this subtitle. [If there is no
county humane society in a county, the Board may designate officers from a.
humane society in an adjoining county. ]

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

CHAPTER 411
(Senate Bill 534)

AN ACT to repeal and re-enact, with amendments, Section 5(f) of Article 62B of
the Annotated Code of Maryland (1972 Replacement Volume), title "Maryland
Port Administration," to authorize and empower the Maryland Port
Administration to establish certain rules and regulations to govern the parking
and operation of motor vehicles in and on its' port facilities; to make it unlawful
to violate said rules and regulations and to provide penalties therefor; and to
provide for the issuance of summonses for said violations.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 5(f) of Article 62B of the Annotated Code of
Maryland (1972 Replacement Volume), title "Maryland Port Administration," be
and it is hereby repealed and re-enacted, with amendments, to read as follows:

5.

(f) To acquire, construct, reconstruct, rehabilitate, improve, maintain, lease as
lessor or as lessee, repair and operate port facilities within its territorial
jurisdiction, including the dredging of ship channels and turning basins and the
filling and grading of land therefor, and to establish reasonable rules and
regulations for the use of any project which are not inconsistent with the provisions
of this article or any other applicable law of the State of Maryland [;],
INCLUDING RULES AND REGULATIONS IT DEEMS NECESSARY TO
GOVERN THE PARKING AND OPERATION OF MOTOR VEHICLES IN
AND ON ITS PORT FACILITIES. THE RULES AND REGULATIONS
SHALL BE REASONABLY NECESSARY FOR THE SAFETY HAND
SECURITY]] OF PERSONS AND PROPERTY, OR FOR THE EFFICIENT
OPERATION OF PORT FACILITIES. ANY PERSON VIOLATING THE
MOTOR VEHICLE RULES AND REGULATIONS IS GUILTY OF A
MISDEMEANOR AND UPON CONVICTION THEREOF SHALL BE
FINED NOT [[LESS THAN ONE NOR]] MORE THAN ONE HUNDRED
DOLLARS ($100.00) OR IMPRISONED FOR NOT [[LESS THAN TEN (10)
NOR]] MORE THAN SIXTY (60) DAYS, OR BOTH FINED AND
IMPRISONED. THE PORT ADMINISTRATION SECURITY [[POLICY]]
POLICE. MAY ISSUE SUMMONSES FOR THESE VIOLATIONS.

SECTION 2. AND BE IT FURTHER ENACTED, That if any provision of
this Act or the application thereof to any person or circumstance is held invalid for
any reason, the invalidity shall not affect the other provisions or any other
application of this Act which can be given effect without the invalid provisions or
