SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

(House Bill 1271)

AN ACT to add new Section 51(c) to Article 2B of the Annotated Code of
Maryland (1968 Replacement Volume), title "Alcoholic Beverages," subtitle
"General Provisions On Issue of Licenses," to follow immediately after Section
51(b) thereof. In Frederick County there shall be no Class A alcoholic beverage
license granted, transferred, issued to, or for use in conjunction with, or upon
the premises of, or upon premises having any direct or indirect connection with
or access to any food, drug or pharmaceutical, or other business establishment
of the type commonly known as chain stores, supermarkets, franchised
establishments, or discount houses and this Act is an emergency bill.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 51(c) is hereby added to Article 2B of the
Annotated Code of Maryland (1968 Replacement Volume), title "Alcoholic
Beverages," subtitle "General Provisions On Issue of Licenses," to follow
immediately after Section 51(b) thereof, and to read as follows:

51.

(C) IN FREDERICK COUNTY THERE SHALL BE NO CLASS A
ALCOHOLIC BEVERAGE LICENSE GRANTED, TRANSFERRED,
ISSUED TO, OR FOR USE IN CONJUNCTION WITH, OR UPON THE
PREMISES OF, OR UPON PREMISES HAVING ANY DIRECT OR
INDIRECT CONNECTION WITH OR ACCESS TO ANY FOOD, DRUG OR
PHARMACEUTICAL, OR OTHER BUSINESS ESTABLISHMENT OF THE
TYPE COMMONLY KNOWN AS CHAIN STORES, SUPERMARKETS,
FRANCHISED ESTABLISHMENTS, OR DISCOUNT HOUSES.

SECTION. 2,. AND BE IT FURTHER ENACTED. That this Act is hereby
declared to be an emergency measure and necessary for the immediate preservation
of the public health and safety and having been passed by a. yea and nay vote
supported by three-fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the date of its passage.

SECTION [[2]] 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1973.
