(F) THE STATE BOARD OF EDUCATION, BY AND WITH THE
APPROVAL OF THE GOVERNOR, MAY REMOVE ANY MEMBER OF
THE BOARD ELECTED OR SERVING UNDER THE PROVISIONS OF
THIS SECTION FOR IMMORALITY, MISCONDUCT IN OFFICE,
INCOMPETENCY, OR WILFUL NEGLECT OF DUTY OR LAW, GIVING
TO HIM OR HER A COPY OF THE CHARGES AGAINST HIM OR HER,
AND AN OPPORTUNITY OF BEING PUBLICLY HEARD IN PERSON OR
BY COUNSEL IN HIS OR HER OWN DEFENSE, UPON NOT LESS THAN
TEN DAYS NOTICE. IF ANY MEMBER OF THE BOARD OF
EDUCATION IS SO REMOVED, HE OR SHE SHALL HAVE THE RIGHT
TO A REVIEW BY THE CIRCUIT COURT FOR PRINCE GEORGE'S
COUNTY IN A PROCEEDING DE NOVO.
(G) THE COUNTY EXECUTIVE SHALL APPOINT, SUBJECT TO
CONFIRMATION BY THE COUNTY COUNCIL, A DULY QUALIFIED
PERSON TO FILL ANY VACANCY WHICH OCCURS ON THE BOARD
AFTER [[SEPTEMBER [[3]] 4]] DECEMBER 3, 1973, AS A RESULT OF
DEATH, RESIGNATION, FAILURE TO QUALIFY, REMOVAL, OR ANY
OTHER REASON. ANY PERSON SO APPOINTED SHALL SERVE FOR
THE UNEXPIRED PORTION OF THE TERM OF THE VACANCY.
(H) THE CHAIRMAN OF THE BOARD OF EDUCATION SHALL
RECEIVE $7,000 ANNUALLY, AND EACH OF THE OTHER MEMBERS
SHALL RECEIVE $6,500 ANNUALLY. THE CHAIRMAN AND THE
MEMBERS SHALL RECEIVE OTHER ALLOWANCES FOR TRAVEL AND
OTHER EXPENSES AS MAY BE PROVIDED IN THE BUDGET FOR
PRINCE GEORGE'S COUNTY.
SECTION 2. AND BE IT FURTHER ENACTED, THAT IN THE
SPECIAL ELECTION OF NOVEMBER, 1973 THERE SHALL BE
SUBMITTED TO THE QUALIFIED VOTERS OF PRINCE GEORGE'S
COUNTY THE FOLLOWING ADVISORY QUESTION OF REFERENDUM:
"SHOULD THE ELECTED BOARD OF EDUCATION HAVE FISCAL
AUTONOMY?"
THE BOARD OF SUPERVISORS OF ELECTIONS OF PRINCE
GEORGE'S COUNTY AND ALL OTHER APPROPRIATE OFFICERS AND
EMPLOYEES SHALL DO THOSE THINGS NECESSARY AND PROPER
TO SUBMIT THIS ADVISORY QUESTION TO THE QUALIFIED VOTERS
OF PRINCE GEORGE'S COUNTY, WITH DUE PROVISIONS MADE
THAT EACH VOTER MAY SIGNIFY HIS VOTE "FOR" OR "AGAINST"
THIS ADVISORY QUESTION, THE SPECIAL ELECTION SHALL BE
CONDUCTED GENERALLY UNDER THE PROVISIONS OF ARTICLE 33
OF THE ANNOTATED CODE OF MARYLAND, EXCEPT AS OTHERWISE
SPECIFICALLY PROVIDED IN THIS ACT, THE COSTS OF THE
SPECIAL ELECTION SHALL BE PAID FOR BY PRINCE GEORGE'S
COUNTY.
THE BOARD OF SUPERVISORS OF ELECTIONS OF PRINCE
GEORGE'S COUNTY SHALL MAKE AN OFFICIAL TALLY OF THE
VOTES FOR AND AGAINST THIS ADVISORY QUESTION AND
CERTIFY THESE RESULTS TO THE COUNTY COUNCIL, COUNTY
EXECUTIVE AND BY PUBLICATION TO THE CITIZENS OF PRINCE
GEORGE'S COUNTY.
SECTION [[2]] 3. AND BE IT FURTHER, That if any provision of this Act
or the application thereof to any person or circumstance is held invalid for any
reason in a court of competent jurisdiction, the invalidity does not affect other
