Ch. 298                          MARVIN MANDEL, Governor                               689

(C) THE GOVERNOR, WITH THE ADVICE OF THE SECRETARY OF
NATURAL RESOURCES, SHALL APPOINT THE MEMBERS OF THE
COUNCIL. THE TERMS OF THE APPOINTIVE MEMBERS SHALL BE
FOUR YEARS. TWO MEMBERS OF THE FIRST COUNCIL SHALL
SERVE FOR TWO, TWO FOR THREE, AND TWO FOR FOUR YEARS.
ANY VACANCY OCCURRING AT ANY TIME IN THE MEMBERSHIP
OF THE COUNCIL, SHALL BE FILLED BY APPOINTMENT BY THE
GOVERNOR, WITH THE ADVICE OF THE SECRETARY OF NATURAL
RESOURCES, FOR THE REMAINDER OF THE UNEXPIRED TERM. THE
GOVERNOR SHALL DESIGNATE AS CHAIRMAN OF THE COUNCIL
ONE OF THE MEMBERS SO APPOINTED BY HIM.

IN ACCORDANCE WITH ARTICLE V(I) OF THE COMPACT, THE
COMMISSION SHALL FILE COPIES OF ITS BYLAWS AND ANY
AMENDMENTS THERETO WITH THE DEPARTMENT OF NATURAL
RESOURCES.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

CHAPTER 298
(House Bill 305)

AN ACT to repeal and re-enact, with amendments, Section 166 of Article 77 of
the Annotated Code of Maryland (1972 Supplement), title "Public Education,"
subtitle "16. Public Libraries," to add new Sections 166A and 166B to said
article, title and subtitle, to follow immediately after Section 166 thereof, giving
the division of library development and services of the State Board of Education-
authority to extend cooperative library services across the State, entering into
the "Interstate Library Compact," enacting the same into law, providing for
private libraries to join with public libraries in the provision of cooperative
services, [[and generally relating thereto]] conforming the punctuation to the
legislative model of other states, and generally relating to cooperative library

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 166 of Article 77 of the Annotated Code of
Maryland (1972 Supplement), title "Public Education," subtitle "16. Public
Libraries," be and it is hereby repealed and re-enacted, with amendments, and that
new Sections 166A and 166B be and they are hereby added to said article, title and
subtitle, to follow immediately after Section 166 thereof, and all to read as follows:

166.

Under the general direction of the State Board of Education, and subject to its
approval, the division of library development and services shall have the following
powers and duties:
