AND SHALL FURTHER RECEIVE THEIR REASONABLE TRAVELING
EXPENSES IN ATTENDING MEETINGS OF THE BOARD; PROVIDED,
THAT THE COMPENSATION SHALL BE PAID OUT OF THE FEES OR
OTHER SUMS RECEIVED BY THE BOARD.

The exercise or performance of all powers, authority, duties, and functions
vested in the Board by the provisions of this title shall be subject to the power and
authority of the Secretary of Licensing and Regulation as set forth in Article 41 of
this code, or elsewhere in the laws of this State.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

CHAPTER 284
(Senate Bill 1189)

AN ACT to waive the provisions of Section 10 of Chapter 425 of the Acts of
1971, said section relating to the time by which projects contained in the
General Construction Loan of 1971 must be placed under contract, insofar as
the provisions of said section relate to items in said Act for the University of
Maryland, Eastern Shore, renovation of the third floor of the administration
building to include air conditioning for the entire facility; for St. Mary's College
of Maryland, for construction of a Fine Arts Center, including air conditioning;
and for the Department of Mental Hygiene, Headquarters, planning and
preparation of preliminary plans and specifications for a regional institute for
children (140-bed) including air conditioning; and to extend for two years the
period during which the aforesaid items and projects may be placed under
contract.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the provisions of Section 10 of Chapter 425 of the Acts of
1971, be and they are hereby waived, insofar as they impose a time for placing
under contract the items in Section 5.2.(K)(5)(j) of said Chapter 425, making
available $90,000 and $9,900, respectively, for the University of Maryland, Eastern
Shore Campus, renovation of the third floor of the administration building to
include air conditioning for the entire facility-construction and equipment; Section
5.2.(M)(a), making available $1,500,000 and $85,000, respectively, for St. Mary's
College of Maryland, for construction of a Fine Arts Center, including air
conditioning construction utilities, and site improvements, and Section 5.2.(E)(1),
making available $50,000 for the Department of Mental Hygiene, Headquarters,
planning and preparation of preliminary plans and specifications for a regional
institute for children (140-bed), including air conditioning. The aforementioned
items are described by reference, but each such reference shall be deemed to
include the full description of the items as set forth in the respective sections of
Chapter 425 of the Acts of 1971. There shall be allowed an additional period of
two years beginning on the effective date of this Act, for placing the
aforementioned projects under contract. If said projects or any of them shall not
have been placed under contract within a period of two years, beginning on the
effective date of this Act, then, as to any such project not so placed under contract,
it shall be deemed to have been abandoned, and the other provisions of Section 10
of Chapter 425 of the Acts of 1971 shall be fully effective as to such project.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect June 1, 1973.
