(7). OTHER ACTS OR USES HAVING ANY RELATION TO THE
PRESERVATION OF WATER OR LAND AREAS OR THE
IMPROVEMENT OR APPURTENANCE THERETO.
(B) WHERE THE RESTRICTION IS NOT GRANTED FOR THE
BENEFIT OF ANY DOMINANT TRACT OF LAND, IT SHALL BE
ENFORCEABLE AGAINST THE SERVIENT LAND, BOTH AT LAW AND
IN EQUITY, AS AN EASEMENT IN GROSS, AND AS SUCH IT SHALL
BE INHERITABLE AND ASSIGNABLE.
(C) SUCH A RESTRICTION MAY BE EXTINGUISHED OR RELEASED,
IN WHOLE OR IN PART, BY THE DOMINANT OWNER IN THE SAME
MANNER OR BY THE SAME MEANS AS OTHER EASEMENTS ARE
EXTINGUISHED OR RELEASED
[(b)] (D) Whenever any grant, reservation, dedication, DEVISE, or gift of any
nature which clearly indicates the maker's intention to subject any interest or
estate in property to public use for the preservation of historic or environmental
qualities fails to specify a grantee, donee, DEVISEE or beneficiary to receive the
same or specifies a grantee, donee, DEVISEE, or beneficiary which is not legally
capable of taking the interest or estate, it shall be construed to pass to the
Maryland Historical Trust or the Maryland Environmental Trust in any
proceedings under §§ 195 and 196 of Article 16 of this Code.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

AN ACT to repeal and re-enact, with amendments, Section 10 (d) of Article 95A
of the Annotated Code of Maryland (1969 Replacement Volume), title
"Unemployment Insurance Law," subtitle "Fund," reconciling certain
provisions relating to the administrative use of funds credited to the State in the
Federal Unemployment Trust Fund with provisions of Federal law regulating
such use of said funds, and relating generally to the administrative use of funds
to the credit of the State in the Federal Unemployment Trust Fund.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 10 (d) of Article 95A of the Annotated Code of
Maryland (1969 Replacement Volume), title "Unemployment Insurance Law,"
subtitle "Fund," be and it is hereby repealed and re-enacted, with amendments, to
read as follows:

(d)(l) Money credited to the account of this State in the unemployment trust
fund by the Secretary of the Treasury of the United States of America pursuant to
Section 903 of the Social Security Act, as amended, may [be requisitioned and
used for the payment of expenses incurred for the administration of this article
pursuant to a specific appropriation by the legislature, provided that the expenses
are incurred and the money is requisitioned after the enactment of an
