"General Provisions," is hereby repealed and re-enacted, with amendments, to read
as follows:

3.

(v) (1) To require, regulate, or provide for the collection, removal, and disposal
of refuse, garbage, rubbish, filth, or any other matter or thing that is or may
become injurious to the health or comfort of the inhabitants of the county, and to
provide whether the expense, if any, shall be borne by individual owners or tenants
or shall be paid for in whole or in part by the county. This subsection shall be
applicable in Washington County and the County Commissioners shall have the
powers provided herein.

(2) TO LICENSE REFUSE COLLECTORS FOR HIRE AND TO MAKE
IT UNLAWFUL TO COLLECT, REMOVE OR DISPOSE OF REFUSE FOR
HIRE WITHOUT A LICENSE, TO AUTHORIZE REGULATION OF
COMMERCIAL REFUSE COLLECTORS INCLUDING PROVISION FOR
SUSPENSION, REVOCATION AND RENEWAL OF LICENSES, ALL TO
PROMOTE THE HEALTH, SAFETY AND WELFARE OF THE COUNTY;
TO REQUIRE PUBLIC NOTICE OR HEARING WITH THE RIGHT TO BE
REPRESENTED BY COUNSEL IN ANY CASE WHERE AN APPLICANT
IS DENIED A LICENSE. THIS SUBSECTION SHALL BE APPLICABLE IN
DORCHESTER COUNTY AND THE COUNTY COMMISSIONERS SHALL
HAVE THE POWERS PROVIDED HEREIN.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

(House Bill 736)

AN ACT to repeal and re-enact, with amendments, Section 529 of Article 27 of
the Annotated Code of Maryland (1971 Replacement Volume), title "Crimes
and Punishments," subtitle "Sabbath Breaking," to allow [[the exhibition of
motion pictures]] certain recreational facilities to be open in Worcester County
between 2:00 P.M. and midnight.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF

MARYLAND, That Section 529 of Article 27 of the Annotated Code of
Maryland (1971 Replacement Volume), title "Crimes and Punishments," subtitle
"Sabbath Breaking," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

529.

Nothing contained in §§ 492 and 522 of this article shall be construed to
prohibit to make unlawful the operation within Worcester County of any bowling
alley, duckpin alley or tenpin alley or the exhibition within Worcester County of
baseball and motion pictures between the hours of 2:00 p.m [and 6:00 p.m and
9:00 p.m.] and midnight on the first day of the week, commonly called Sunday,
whether the same be operated or exhibited with or without a charge or admission
fee, provided, however, that all bowling, duckpin or tenpin alleys shall be subject
