AN ACT to add new Section 21 to Article 1 of the Annotated Code of Maryland
(1968 Replacement Volume and 1972 Supplement), title "Rules of
Interpretation", to follow immediately after Section 20 thereof, to provide for
the severability of constitutionally valid sections and to provide generally for the
saving of statutes.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 21 be and it is hereby added to Article 1 of the
Annotated Code of Maryland (1968 Replacement Volume and 1972 Supplement),
title "Rules of Interpretation'", to follow immediately after Section 20 thereof, and
to read as follows:
21. SEVERABILITY.
THE PROVISIONS OF ALL STATUTES ENACTED AFTER JULY 1,
1973 ARE SEVERABLE UNLESS THE STATUTE SPECIFICALLY
PROVIDES THAT ITS PROVISIONS ARE NOT SEVERABLE. THE
FINDING BY A COURT THAT SOME PROVISION OF A STATUTE IS
UNCONSTITUTIONAL AND VOID DOES NOT AFFECT THE VALIDITY
OF THE REMAINING PORTIONS OF THAT STATUTE, UNLESS THE
COURT FINDS THAT THE REMAINING VALID PROVISIONS ALONE
ARE INCOMPLETE AND INCAPABLE OF BEING EXECUTED IN
ACCORDANCE WITH THE LEGISLATIVE INTENT.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

AN ACT to repeal and re-enact, with amendments, [[Section]] Sections 19(a)
and 21(h) of Article 2B of the Annotated Code of Maryland (1968 Replacement
Volume and 1972 Supplement), title "Alcoholic Beverages," subtitle "Beer,
Wine and Liquor Licenses," and to repeal Section 19(g-l) of the same Article,
Code, title and subtitle, allowing off sales of alcoholic beverages in any size
containers under a Class B and D beer, wine and liquor license in Kent County.
