AN ACT to repeal and re-enact, with amendments, Section 3-4(d) of Article 33 of
the Annotated Code of Maryland (1971 Replacement Volume and 1972
Supplement), title "Election Code," subtitle "Registration of Voters—General
Provisions," providing for the removal of certain disqualifying language from
the election laws.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 3-4(d) of Article 33 of the Annotated Code of
Maryland (1971 Replacement Volume and 1972 Supplement), title "Election
Code," subtitle "Registration of Voters—General Provisions," be and it is hereby
repealed and re-enacted, with amendments, to read as follows:
3-4.
(d) No person shall be registered as a qualified voter if he is under [care or]
guardianship for mental disability.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

AN ACT to add new Sections 809 to 813, inclusive, to Article 43 of the Annotated
Code of Maryland (1971 Replacement Volume and 1972 Supplement), title
"Health" to follow immediately after Section 808 thereof, and to be under the
new subtitle "Maryland Hazardous Substances Act," defining hazardous
substances, authorizing the Secretary of Health and Mental Hygiene to adopt
regulations to ban such substances in this State and providing the procedures
relating thereto, providing the authority to inspect certain locations and obtain
samples, providing for the dissemination of the results of any investigation by
the Department of Health and Mental Hygiene, and relating generally to the
regulation of hazardous substances by the Department of Health and Mental
Hygiene.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Sections 809 to 813, inclusive, be and they are hereby
added to Article 43 of the Annotated Code of Maryland (1971 Replacement
Volume and 1972 Supplement), title "Health," to follow immediately after Section
808 thereof, and to be under the new subtitle "Maryland Hazardous Substances
Act," and to read as follows:
