CHAPTER 26
(House Bill 266)

AN ACT to add a new Section 21 [[of]] to Article 1 of the Annotated Code of
Maryland (1968 Replacement Volume), title "Rules of Interpretation," to
follow immediately after Section 20 to provide that a statutory reference to a
portion of the Code or to any other law applies to any subsequent amendment
thereto, unless expressly otherwise provided, and to provide for the application
of the new section.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 21 be and it is hereby added to Article 1 of the
Annotated Code of Maryland (1968 Replacement Volume), Title "Rules of
Interpretation," to follow immediately after Section 20 thereof and to read as
follows:

21. INCORPORATION OF STATUTES BY REFERENCE.

(A)    WHENEVER A PROVISION OF THE PUBLIC GENERAL OR
PUBLIC LOCAL LAWS OF THIS STATE REFERS TO ANY PORTION OF
THIS CODE, OR TO ANY OTHER LAW, THE REFERENCE APPLIES TO
ANY SUBSEQUENT AMENDMENT TO THAT PORTION OF THE CODE
OR OTHER LAW, UNLESS THE REFERRING PROVISION EXPRESSLY
PROVIDES OTHERWISE.

(B)    THE RULE OF CONSTRUCTION ESTABLISHED BY THIS
SECTION APPLIES TO AN AMENDMENT TO A STATUTE WHETHER
ADOPTED PRIOR OR SUBSEQUENT TO JULY 1, 1973.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

(House Bill 326)

AN ACT to repeal and re-enact, with amendments, Section 8 of Article 54 of the
Annotated Code of Maryland (1972 Supplement), title "Hall of Records,"
subtitle "Hall of Records Commission," correcting an error relating to the
destruction of certain books and papers by Clerks of District Courts in
conjunction with the Hall of Records.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 8 of Article 54 of the Annotated Code of Maryland
(1972 Supplement), title "Hall of Records," subtitle "Hall of Records
Commission," is hereby repealed and re-enacted, with amendments, to read as
follows:

If the Commission shall decline to accept any original papers, official books,
records, documents or files offered to it under the provisions of Section 7, then the
custodian thereof, with the written approval of the Board of Public Works, is
