occupancy by any such transient who is a foreign
government officer or employee exempted from taxation
by reason of an international treaty or any Act of
Congress. A separate certificate for each exemption
will be submitted with the collection report.
Section 2. Severability. The provisions of this
Act are severable and if any provision, sentence,
clause, section or part thereof is held illegal,
invalid or unconstitutional or inapplicable to any
person or circumstances, such illegality, invalidity
or unconstitutionality, or inapplicability shall not
affect or impair any of the remaining provisions,
sentences, clauses, sections or parts of the Act or
their application to other persons or circumstances.
It is hereby declared to be the legislative intent
that this Act would have been adopted if such illegal,
invalid or unconstitutional provision, sentence,
clause, section or part had not been included therein,
and if the person or circumstances to which the Act or
any part thereof is inapplicable had been specifically
exempted therefrom.
Section 3. Emergency Legislation. The Council
hereby finds that the enactment of this legislation is
necessary for the immediate collection of taxes on the
effective date of CB-123-1972 and hereby declares this
enactment emergency legislation to take effect on the
date on which it becomes law.

AN ACT to repeal and re-enact Section 29—1, titled
"Board; appointments vacancies" of Subtitle 29,
"Electrical Apparatus and Wiring" of the "Prince
George's County Code of Public Local Laws, 1967
Edition" to provide for the appointment by the
County Executive of a Board of Electrical
Examiners.
Section 1. THEREFORE, BE IT RESOLVED BY AND
ENACTED BY THE COUNTY COUNCIL OF PRINCE GEORGE'S
COUNTY, MARYLAND, that Section 29-1, titled "Board;
appointments, vacancies" of Subtitle 29, "Electrical
