PROVISIONS OF THIS CHAPTER.
(E) "NOTICE" REQUIREMENTS, EXCEPT AS SPECIFIED
IN THIS CHAPTER, SHALL BE ESTABLISHED BY REGULATIONS
PROMULGATED BY THE COMMISSION EXCEPT THAT THESE
REGULATIONS SHALL NOT CONFLICT WITH THE NOTICE
PROVISIONS CONTAINED IN ARTICLE 53 OF THE ANNOTATED
CODE OF MARYLAND.
(C) THE COMMISSION SHALL BE EMPOWERED TO ENFORCE
THE PROVISIONS OF THIS CHAPTER THROUGH ANY APPROPRIATE
MEANS; INCLUDING BUT NOT LIMITED TO (I) THE
UTILIZATION OF THE SERVICES AVAILABLE THROUGH THE
OFFICE OF LANDLORD-TENANT AFFAIRS, (II) THE IMPOSITION
OF A CIVIL PENALTY, NOT IN EXCESS OF $1,000, FOR THE
VIOLATION OF ANY PROVISION OF THIS CHAPTER, (III) THE
IMPOSITION OF AN AWARD OF MONEY DAMAGES AGAINST A
LANDLORD OR TENANT FOR THE BENEFIT OF EITHER AS MAY BE
PROVIDED FOR IN THIS CHAPTER, (IV) THE ORDERING OF
REPAIRS BY A LANDLORD OR TENANT, AND (V) THE
INVESTIGATION AND CONCILIATION OF ANY VIOLATIONS OF
THIS CHAPTER OR ANY COMPLAINTS FILED HEREUNDER AND THE
INVESTIGATION OF ANY MATTER RELATING TO ANY LICENSE TO
CONDUCT OP OPERATE A RENTAL FACILITY.
(D) THE COMMISSION SHALL STUDY AND REPORT
PERIODICALLY 10 THE COUNTY COUNCIL AND THE COUNTY
EXECUTIVE ON ANY FEDERAL RENT STABILIZATION
REGULATIONS, ON RENT INCREASES, AND ON BENT INEQUITIES
THAT THEY MAY FIND TO EXIST IN MONTGOMERY COUNTY. THE
COUNCIL SHALL PROMPTLY, UPON NOTIFICATION OP
INDICATION OF THE CESSATION, SUBSEQUENT TO THE
EFFECTIVE DATE OF THIS CHAPTER, OF ANY FEDERAL RENT
GUIDELINES, REQUEST THE COMMISSION TO PREPARE AND
TRANSMIT TO THE COUNCIL WITHIN THIRTY (30) DAYS
RECOMMENDATIONS ON WHETHER OR NOT RENT GUIDELINES
SHOULD OR SHOULD NOT BE CONTINUED, AND IF THEY SHOULD
BE CONTINUED, WHAT THEY SHOULD BE, SO THAT THE COUNCIL
MAY BE IN A POSITION TO MAKE INFORMED DECISIONS WITH
RESPECT TO THE CONTINUATION OF RENTAL GUIDELINES IN
MONTGOMERY COUNTY.
(E) THE COMMISSION SHALL PROVIDE SUCH OTHER
INFORMATION AS MAY BE REQUESTED BY THE COUNTY COUNCIL
OF COUNTY EXECUTIVE.
