retirement or any consecutive twelve (12) month period
of service whichever is higher. Whenever a member is
in leave—without-pay status during a part of his final
twelve (12) months of service, his average final
earnings shall mean the last twelve (12) months during
which the employee was in full pay status immediately
preceding his retirement.

SECTION 16. Effective date. This Act shall take
effect on the 76th day following its enactment except
that Section 94—64(c) Additional Contributions, shall
take effect July 1, 1972.

AN ACT to add a new Section 7-25A, title "Recordation
of racial, etc., restrictive covenants;
requirement of certification of invalidity
thereof," to Chapter 7, title "Courts" of the
Montgomery County Code 1965, to follow
immediately after Section 7-25 of Chapter 7, to
add a provision that requires the clerk of the
Circuit Court for Montgomery County to affix to
certified copies of instruments affecting title
or interest in land, his certificate that
restrictive covenants on the basis of race,
color, religious creed or national origin are
wholly invalid for any purpose.

SECTION 1. BE IT ENACTED BY THE COUNTY COUNCIL
FOR MONTGOMERY COUNTY, MARYLAND, That Section 7-25A,
title "Recordation of racial, etc., restrictive
covenants; requirement of certification of invalidity
thereof," is hereby added to Chapter 7, title "Courts"
of the Montgomery County Code 1965, to follow
immediately after Section 7-25 of Chapter 7 thereof,
to read as follows:
