on or before October 1, 1972, and if appointed to such
position thereafter, before be attains the age of
thirty years (30) and each member eligible to he a
Group B member who does not elect to he a member of
any other group for which he is eligible for
membership. Each Group E member not eligible to be a
Group B member who has reached his early retirement
date may retain his membership in Group E in the event
that he is transferred or otherwise separated from the
position he held which qualified him to become a Group
E member.
(k) Election of Membership Groups. Any member
who qualifies to voluntarily elect to transfer from
one membership group to another as a result of
amendments to this article must elect to transfer on
or before October 1, 1972, or forfeit such option.
Except for the contribution rate increase which will
be effective July 1, 1970 even though the effective
date of the transfer may be earlier, there will be no
charges levied on any member transferring from one
group to another group with different benefits. There
will be no refund of contributions to any employee who
transfers from one membership group to another
membership group having a lower contribution rate or
different benefits, except if such employee
subsequently ceases to be a member.
Notwithstanding the above provisions, any member
transferring from one group to another group having a
higher contribution rate between July 2, 1970 and
September 30, 1972 shall pay retroactively to July 1,
1970 the difference between the employee contribution
rate he paid and the higher rate of contribution of
the group to which he is transferring.
SECTION 3. Sections 62(a), title "Normal
Retirement Date," 62(b), title "Transfers from one
group to another group within the retirement system,"
62(g) , title "Elective early retirement date," 62(h),
title "Administrative retirement for cause on or after
normal retirement date," 62(i), title "Administrative
retirement on or after normal retirement date," and
62(j), title "Administrative retirement on or after
elective early retirement date" are hereby amended to
read as follows:
(a) Normal retirement date. The normal
retirement date of a member is the first day of any
