appropriation made within the Consolidated Fire
Tax District and shall be levied and collected
and treated in every respect as county taxes and
be collected by county authorities and funds
provided for by appropriations shall be on a
total basis but reflect the categories of
Salaries, Operating and Capital Finance and be
paid by the County Director of Finance to the
respective treasurers of the departments or
squads located within the Consolidated Fire Tax
District in accordance with a projected monthly
schedule based on the approved budget for each
department and squad submitted to the Director of
Finance prior to the start of the fiscal year and
at least on a monthly basis and in the event
transfers are made between the budget categories
of Salaries, Operating, and Capital Finance the
respective departments or squads shall submit a
report of such transfers to the Executive
Committee of the Fire Board and the treasurers
upon authorization of their departments or squads
shall pay all proper costs, expenses, claims and
demands necessary for the maintenance, equipment
and operation of their facilities and any moneys
retained by the Director of Finance shall be
invested in the County's Investment Fund and the
proceeds credited to the appropriate department
or squad, that there shall be included in annual
budget requests and fiscal year tax levies an
amount sufficient to pay principal and interest
obligation for any bonds issued and outstanding
for any fire tax district, that the Fire Board
shall engage a certified public accountant or
recognized public accounting firm annually to
audit all tax and County appropriated funds
received by the departments and squads, that the
provisions of subsection (d) shall not apply to
the city of Takoma Park, Maryland, except as
specifically stated therein; subsection (e),
title "Personnel," to provide that the Chairman
of the Fire Board appoint a Personnel Committee
which as to paid employees shall prepare and
adopt personnel regulations and shall establish a
program of uniform fringe benefits, that career
status employees shall have the right of appeal
and hearings as to removal, demotion, or
suspension, that the Personnel Committee shall
establish a uniform pay scale, that the Personnel
Committee as to volunteer members shall prepare
and adopt personnel regulations and shall
