IDENTIFICATION OF THE CAUSAL FACTORS IN DRUG ABUSE,
EDUCATION, MEDICAL CASE BOTH PHYSICAL AND
PSYCHOLOGICAL, EMERGENCY TREATMENT FACILITIES AS WELL
AS MORE EXTENDED MEDICAL, PSYCHOLOGICAL, AND
VOCATIONAL REHABILITATION AND OUT-PATIENT TREATMENT
PROGRAMS, PENAL REFORM AND PROGRAMS, AS WELL AS
EXPANDED AND ENLIGHTENED LAW ENFORCEMENT WITH
COMPASSION FOR THE VICTIMS AND SEVERITY FOR THOSE WHO
PROFIT ON ILLEGAL DRUGS AND SUBSTANCES, TOGETHER WITH
A SYSTEMATIC EVALUATION OF PROGRAMS. THERE IS ALSO
THE CONTINUING NEED TO REINFORCE COMMUNITY PROGRAMS
FOR YOUTH ACTIVITIES IN ORDER TO PRODUCE A CLIMATE IN
WHICH DRUGS ARE REDUCED TO A POOR SUBSTITUTE FOR
PARTICIPATION IN STIMULATING AND PRODUCTIVE
ACTIVITIES.
SECTION 8A-2. DEFINITIONS.
AS USED IN THIS CHAPTER:
(A) "COMMISSION" MEANS THE ADVISORY COMMISSION
ON DRUG ABUSE.
(B) "DRUG ABUSE" MEANS ANY MISUSE BY ANY PERSON
OF, OR DEPENDENCE BY ANY PERSON ON ANY DRUG OR
CONTROLLED DANGEROUS SUBSTANCE WHOSE USE IS EITHER
PROHIBITED, REGULATED, OR CONTROLLED BY SECTIONS 276
THROUGH 302, ARTICLE 27, ANNOTATED CODE OF MARYLAND
(1970 REPLACEMENT VOLUME), KNOWN AS THE "UNIFORM
CONTROLLED DANGEROUS SUBSTANCES ACT" AS NOW EXISTING
OR AS HEREAFTER AMENDED.
(C) "DRUG-DEPENDENT PERSON" SHALL MEAN A PERSON
WHO IS USING A CONTROLLED DANGEROUS SUBSTANCE OR DRUG
AND WHO IS IN A STATE OF PSYCHIC OR PHYSICAL
DEPENDENCE, OR BOTH, ARISING FROM ADMINISTRATION OF
THAT CONTROLLED DANGEROUS SUBSTANCE OR DRUG EITHER ON
A CONTINUOUS OR INTERMITTENT REGULAR BASIS. DRUG
DEPENDENCE IS CHARACTERIZED BY BEHAVIORAL AND OTHER
RESPONSES WHICH INCLUDE A STRONG COMPULSION TO TAKE
THE SUBSTANCE ON A CONTINUOUS BASIS IN ORDER TO
EXPERIENCE ITS PSYCHIC EFFECTS OR TO AVOID THE
DISCOMFORT OF ITS ABSENCE.
(D) "DRUG-RELATED FACILITY" IS ANY BUILDING OR
PREMISES ON WHICH IS OPERATED OR CONDUCTED A
DRUG-RELATED PROGRAM.
(B) "DRUG-RELATED PROGRAM" IS THAT PROGRAM BY
ANY PERSON, PUBLIC OR PRIVATE IN CHARACTER, WHICH
