HOWARD COUNTY
Health Officer, AND THE Sanitarian or his
representative shall take cognizance of all
conditions dangerous to health and all unhealthy
nuisances within Howard County and may upon their own
initiative institute investigations and, in the event
such conditions are found to exist, shall follow the
procedure in Section 12.211 of this subtitle to remedy
[said] THOSE conditions. Whenever any legally
qualified medical practitioner, or any one or more
persons affected BY UNHEALTHY CONDITIONS, [thereby,
shall] makes a complaint to the Board of Health or to
the County Health Officer, OR TO THE Sanitarian or his
representative:
(a) That any water course, well, spring, open
ditch, gutter, cesspool, drain, privy, pit,
pig pen or other place, or any accumulation
or deposit of any substance is in a
condition dangerous to human health;
(B) THAT ANY LAND, BUILDING OR PROPERTY OF ANY
KIND IS INFESTED WITH INSECTS, VERMIN OR
RODENTS DANGEROUS TO HUMAN HEALTH;
(C) THAT A CONDITION EXISTS IN A STRUCTURE
WHEREIN A BUSINESS IN CONDUCTED WHOSE
PRINCIPLE PURPOSE IS THE SALE OR STORAGE OF
FOOD FOR HUMAN CONSUMPTION, WHICH IS
CONDUCIVE TO RAT HARBORAGE OR RAT
INFESTATION AS DEFINED IN TITLE 3, SUBTITLE
7 OF THE HOWARD COUNTY CODE, SUBTITLED RAT
CONTROL;
The County Health Officer, Sanitarian or his
representative shall immediately institute an
investigation, and if they shall decide that the place
or thing complained of is in [[such]] A condition as
to injuriously affect the life or health or any
person, [[the said County Health Officer, Sanitarian
or his representative]] THEY shall follow the
procedure in Section 12.211 of the subtitle to remedy
[[said]] THE condition, OR IN THE CASE OF SUBSECTIONS
(B) AND (C), SHALL REQUIRE THE PERSON, FIRM OR
CORPORATION AGAINST WHICH THE COMPLAINT IS MADE TO
CONFORM TO THE RULES AND REGULATIONS PROVIDED FOR IN
SUBTITLE 7, OF TITLE 3 OF THE HOWARD COUNTY CODE,
SUBTITLE RAT CONTROL.
Section 2. AND BE IT FURTHER ENACTED BY THE
COUNTY COUNCIL OF HOWARD COUNTY, MARYLAND, that this
