COUNTY LOCAL LAWS

the sale or lease of residential property in

Baltimore County, to provide for prohibition of

sales displays in areas of Baltimore County which

shall be designated for such by the County

Council upon petition and public hearing and to

prohibit "blockbusting," by adding new Sections
14-24 through 14-29 to the Baltimore County Code,
1968, title "Hucksters, Peddlers, Canvassers and
Solicitors" under new Article III. Real Estate
Solicitations and Blockbusting.

SECTION 1. BE IT ENACTED BY THE COUNTY COUNCIL
OF BALTIMORE COUNTY, MARYLAND, That new Sections 14-24
through 14-29 be and they are hereby added to the
Baltimore County Code, 1968, title "Hucksters,
Peddlers, Canvassers and Solicitors" under new Article
III. Real Estate Solicitations and Blockbusting, all
to read as follows:

SECTION 14-24 DEFINITIONS

FOR THE PURPOSES OF THIS ARTICLE, THE FOLLOWING
WORDS AND PHRASES SHALL HAVE THE MEANINGS RESPECTIVELY
ASCRIBED TO THEM BY THIS SECTION:

CANVASSING: THE TERM "CANVASSING" INCLUDES DOOR
TO DOOR SOLICITING OR SOLICITING BY THE USE OF
CIRCULARS, VISITATIONS, OR ANY OTHER MEANS WHERE THE
CANVASSER, OR HIS EMPLOYER HAS NOT BEEN INVITED OR
REQUESTED BY THE OWNER TO OBTAIN A LISTING OF REAL
PROPERTY OR TO CONFER WITH THE OWNER REGARDING A REAL
ESTATE TRANSACTION.

OWNER: THE TERM "OWNER" INCLUDES THE LESSEE,
SUBLESSEE, ASSIGNEE, MANAGING AGENT OR OTHER PERSON
HAVING THE RIGHT OF OWNERSHIP OR POSSESSION OR THE
RIGHT TO SELL, RENT OR LEASE ANY REAL PROPERTY.

SECTION 14-25 ANTI-SOLICITATION

IT SHALL BE UNLAWFUL FOR ANY PERSON, FIRM,
PARTNERSHIP, ASSOCIATION OR CORPORATION TO SOLICIT BY
CANVASSING THE PURCHASE, SALE OR LEASE OF RESIDENTIAL
PROPERTY LOCATED IN BALTIMORE COUNTY BY ANY MEANS,
INCLUDING, BUT NOT LIMITED TO, DOOR TO DOOR
SOLICITATION IN PERSON OR BY TELEPHONE, DISTRIBUTION
OF CIRCULARS, HANDBILLS, CARDS OR ADVERTISEMENTS.
THE FOLLOWING SHALL NOT BE CONSIDERED SOLICITING BY
CANVASSING:
