any provision of this Ordinance or the application
thereof to any person or circumstance is held invalid
for any reason, such invalidity shall not affect the
other provisions or any other application of this
Ordinance which can be given effect without the
invalid provisions or application, and to this end,
all the provisions of this Ordinance are hereby
declared to be severable.

SECTION 3. AND BE IT FURTHER ENACTED, That this
Ordinance is hereby declared to be an emergency
ordinance and necessary for the immediate preservation
of the public peace, health, safety, welfare and
property, and being passed by the affirmative vote of
five (5) members of the County Council, the same shall
take effect from the date it becomes law.

AN ORDINANCE to repeal and re—enact, with amendments,
Sections 3-200 and 3-201 of the Anne Arundel
County Code (1967 Edition and Supplements), Title
3, "Buildings", Subtitle 2, "Structural
Requirements", to adopt a new Building Code and
to require a building permit for the removal or
replacement of any structural member and for the
use of material of a different nature from the
material in the existing structure; and to repeal
Section 3-208 (4), (6) (c) and (8) through (159),
inclusive, of said Code, Title and Subtitle, and
to enact new Sections (4) , (6) (c) and (8)
through (56), inclusive, in lieu thereof, to
stand in the place of the sections so repealed,
to amend certain specific regulations of the 1970
BOCA Basic Building Code, and generally to enact
standards for building construction, alteration,
repair, removal, demolition, use and location;
and matters generally related thereto.

SECTION 1. BE IT ENACTED BY THE COUNTY COUNCIL
