2326                                    MUNICIPAL CHARTERS

NEW CARROLLTON CHARTER AMENDMENT NO. 72-3

AN AMENDMENT TO THE CHARTER OF THE CITY OF NEW
CARROLLTON, PRINCE GEORGE'S COUNTY, MARYLAND, deleting the
power to license in Section 10. a. of the Charter.

SECTION 10. GENERAL POWERS

a. Ordinances [and Licenses]. The Council shall have the power to enact all just
and reasonable ordinances, resolutions, and other regulations consistent with the
laws of the State of Maryland, to make effective all of the provisions of this
Charter, to provide the City with good government, to preserve the public order,
and to safeguard the health, morals, and general welfare of the citizens of the City.
[The Council may license, in a manner and in such incidents consistent with Public
General and Public Local Laws of Maryland, for the purposes of regulation
and/or revenue and to protect the health, safety, and morals of the citizens of the
City, all and every kind of business transacted or carried on within the City, and to
fix the rate of licenses upon the same and to provide for the collection thereof by
suit or otherwise.]

NEW CARROLLTON CHARTER AMENDMENT NO. 72-4

AN AMENDMENT TO THE CHARTER OF THE CITY OF NEW
CARROLLTON, PRINCE GEORGE'S COUNTY, MARYLAND, repealing the
current Section 11, dealing with the specific powers of the Council, and replacing it
with a new Section 11, enumerating the specific powers of the Council.

The current Section 11 of the Charter is hereby repealed and is to be replaced
by:

SECTION 11. ENUMERATION OF THE SPECIFIC POWERS OF THE
COUNCIL.

In addition to the powers granted by Section 10 of this Charter, the Council
shall have the power to pass ordinances, resolutions and other regulations and to
take any other action necessary to achieve the specific purposes enumerated in the
remaining subsections of this Section.

(1)  ADVERTISING - To provide for advertising for the purposes of the town,
for printing and publishing statements as to the business of the town.

(2)   AESTHETICS - To regulate or prohibit the maintenance of conditions
which detract from the appearance of the city and are offensive to neighbors, such
as the height of grass and the external maintenance of buildings.

(3)  AISLES AND DOORS - To regulate and prevent the construction of aisles
in public halls, churches and places of amusement, and to regulate the construction
and operation of the doors and means of egress therefrom.
