2292                                    MUNICIPAL CHARTERS

NAME, AGE, COLOR, SEX, OCCUPATION, AND ACTUAL PLACE OF
DOMICILE IN SAID CITY AND THE LENGTH OF TIME THEREOF, OF
SUCH PERSONS AS MAY REGISTER; THE PERSON SO REGISTERING
AND THE OFFICER SO REGISTERING HIM OR HER SHALL SIGN THE
REGISTRATION CARD OR LOOSELEAF PAGE; TWO IDENTICAL
REGISTRATION CARDS OR LOOSELEAF PAGES SHALL BE
PREPARED FOR EACH PERSON REGISTERING, AND THERE SHALL
BE TWO SEPARATE REGISTRATION BOOKS KEPT FOR EACH VOTING
PLACE IN SAID CITY, TO BE PREPARED AND KEPT BY SAID
ELECTION SUPERVISORS AT THE OFFICE OF THE MAYOR AND CITY
COUNCIL OF LAUREL, THUS ACTING AS A BOARD OF
REGISTRATION, AND ONE CARD OR LOOSELEAF PAGE OF EACH
REGISTRATION SHALL BE KEPT IN ONE OF SAID REGISTRATION
BOOKS AND THE OTHER CARD OR LOOSELEAF PAGE OF EACH
REGISTRATION SHALL BE KEPT IN THE OTHER REGISTRATION
BOOK; SAID REGISTRATION BOOKS SHALL BE USED ON ELECTION
DAYS FOR ALL GENERAL AND SPECIAL ELECTIONS OF SAID CITY,
AND ALL PERSONS SO REGISTERED THEREIN SHALL BE ENTITLED
TO VOTE IN SAID CITY ELECTIONS, AND NO PERSON NOT
REGISTERED THEREIN SHALL BE ENTITLED TO VOTE AT SUCH
ELECTIONS.

[(b)] (E) Voters not qualified. If it shall be determined by the Board of
Registration that the applicant for registration is not a qualified voter, the Board
of Registration shall so indicate on said cards or looseleaf pages, and shall not
place such cards or looseleaf pages in said registration books, or shall remove such
cards or looseleaf pages from such registration books if the same shall already
have been placed therein. All such cards or looseleaf pages not placed in or
removed from said registration books shall be retained for a period of one year
open to public inspection.

[(e)] (F) Failure to vote for five years. In carrying out the provisions hereof
with respect to cancelling the registration of any voter who has not voted at least
once at a general or special election within the five preceding calendar years, the
Board of Election Supervisors shall remove the cards of looseleaf pages of said
voter from the registration books and place the same in a transfer file.

[(d)] (G) Notice to persons disqualified. The members of said Board of
Registration shall at the close of the first day of such registration send notices by
mail to the last address of such persons as they may agree are no longer residents
of the city, or otherwise disqualified and not entitled to be upon the registration
books, or to such person or persons against whom any registered voter of the city
may make affidavit to the effect that they are no longer qualified to vote; such
notice shall require such persons to appear at the second day of registration, at
which time they will be given an opportunity to be heard and on said second day
the said members of the Board of Registration, after hearing the evidence
produced before them, may agree either to strike off or retain such persons upon
the said registration books.

[(e)] (H) Appeals. Any person who shall feel aggrieved at any action of the
Board of Registration in refusing to register him or her, or in refusing to strike off
the books the name of any other person, shall have the right of appeal to the
Circuit Court for Prince George's County at any time within ten days after the last
day of registration, and such case shall be heard by said Court as provided for by
the general election laws of the State for appeals in election cases, and insofar as
the same may be applicable, the provisions of the general election laws relating to
appeals in election cases generally shall be applied to such appeals.
