2290                                    MUNICIPAL CHARTERS

1.  An appropriate certificate of publication of the newspaper in which the title of
this Resolution shall have been published; and;

2.  Return receipts of the mailing referred to in the aforegoing Sections and shall
further complete and execute the Certificate of effect attached hereto.

RESOLUTION NO. 3rd - 1971

A RESOLUTION of the City of Laurel Adopted Pursuant to the provisions of
Article 23A, Sections 11 through 18, titled Corporations - Municipal, subtitled
Charter Amendments, of the Annotated Code of Maryland (1966 Replacement
Volume) to amend the Charter of the City of Laurel, Section 49-23 entitled
Registration by the repeal of subsection (a) thereof entitled Procedure, the
substitution in lieu thereof four new subsections to be known as (a), (b), (c) and (d)
and to redesignate subsections (b), (c), (d), (e), (f), (g), (h), (i) and (j) to (e), (f), (g), (h),
(i), (j), (k), (1) and (m), respectively.

THEREFORE: BE IT ENACTED AND ORDAINED BY THE MAYOR AND
CITY COUNCIL OF LAUREL, MARYLAND, that Section 49-23 of the
Charter of the City of Laurel, titled Registration, be amended by the repeal of
subsection (a) thereof entitled Procedure, the substitution in lieu thereof four new
subsections to be known as (a), (b). (c) and (d) and to redesignate subsections (b)
(c), (d), (e), (f), (g). (h), (i) and (j) to (e), (f), (g), (h), (i), (j), (k), (l) and (m),
respectively, to read as follows:

[(a) Procedure. The Board of Election Supervisors shall act as a Board of
Registration, and after giving notice by publication in at least one newspaper
published in said town of not less than eight days before the first day of
registration, they shall attend at some place or places in said town to be selected
by the Mayor and City Council and stated in said notice, on the fourth Monday in
February, between the hours of 8:00 A.M. and 7:00 P.M., and on the Tuesday
after the following Monday between the hours of 7:00 P.M. and 10:00 P.M., for
the purpose of making a supplemental registration and revision, every
even-numbered year beginning with the year 1958, and shall enter the names of
such persons as may register, in accordance with law, on cards or looseleaf pages,
which shall forthwith be placed in such registration books as shall be provided by
the Mayor and City Council; and the Mayor and City Council shall by ordinance
or resolution prescribe the form of such card or looseleaf page, provided that there
