CERTIFICATE OF REGISTRATION OF BOUNDARIES

OF
THE BURGESS AND COMMISSIONERS OF EMMITSBURG

IN COMPLIANCE WITH ARTICLE 23A, Section 19(n) of the Annotated
Code of Maryland, the following REGISTRATION OF BOUNDARIES is
hereby certified to you, giving full information regarding the change in boundaries
and the annexation of certain territory by the TOWN OF EMMITSBURG, a
municipal corporation of the State of Maryland.

I, Samuel C. Hays, hereby certify as follows:

1.  That as Burgess, I am the chief executive and administrative officer of the
Town of Emmitsburg, a municipal corporation of the State of Maryland, which
has enlarged its corporate boundaries under the provisions of Article 23A, Section
19 of the Code of Maryland.

2.  That the boundaries of said municipal corporation before the annexation were
as follows:

BEGINNING at an iron pipe south 67°34' 24" east 17.91 feet from the
southwest corner of Lot 6 fronting on Flat Run Drive and shown on the Plat of
Section 3 of "EMMIT GARDENS" dated October 1, 1962, and prepared by
Elmer St. C. Maxwell & Associates, Professional Engineers, said Plat being made
a part of this description and running from said beginning point, (1) south 64°39'
37" east 403 ft. to a pipe, thence (2) south 64°39' 37" east 383.62 ft. to a pipe,
thence (3) north 24°26' 11" east 813.47 ft. along the eastern boundary of the land
of the Emmitsburg Civic Association, to a pipe in the south boundary of the State
Road Right-of-Way for Maryland Route 97, thence (4) with Route 97 in a
westerly direction along the northern boundary of Emmit Gardens 450 ft., more or
less, to a point where the north boundary of Lot 27 (fronting on Meadow Lark
Drive) intersects with a southerly extension of the west side of the Harney Road,
thence (5) by straight line north 46° east across Route 97 to the southwestern
corner of the 13.692 acre tract of the "Three D, Inc." thence with the west side of
the Harney Road and the eastern boundary of the "Three D, Inc." tract (6) north
46° east 551.87 ft. to a point, thence (7) leaving said road north 44 °west 248.90 ft.
to a point, thence with a curve to the left having a radius of 1023.02 ft. and an arc
distance of 583.64 ft. and a chord distance and bearing (8) north 60°20' 39" west
575.76 ft. to a point, thence (9) north 76°41' 16" west 420 ft. to a point on the
west right of way line of U.S. Route 15, thence with U.S. Route 15 (10) north
13° 18' 44" east 780.28 ft. more or less, to a point, thence (11) north 02°east 51.00
ft. to a point, thence (12) north 07°35' 35" east 50.25 ft. to a point, thence (13)
north 11°35' 27" east 100.04 ft. to a point, thence (14) north 16°10' 27" east
100.12 ft. to a point, thence (16) south 67°16' 19" west 777.59 ft. to a point,
thence (17) south 89° 38' 28 west 1015.75 ft. to a fence post, thence
(18) south 75° 10' 25" west 453.28 ft. to a point in the old corporate boundary,
said point being in the bed of "Flat Run" and running thence up the bed of "Flat
Run", (19) north 43°51' 20" west 141.37 ft. to a point, thence (20) north 28 °46'
25" west 413.51 ft. to a concrete monument near the northeast corner of Lot No.
178 as indicated on the PLAT OF EMMITSBURG, thence (21) north 31°14' 56"
west 59.10 ft. to a point on the north wall of a small bridge over "Little Run",
thence (22) south 55° 10' 13" west 140.09 ft. to a concrete monument in the bed of
Little Run, thence (23) up the bed of Little Run to a monument in the road
leading from Emmitsburg to Waynesboro, thence (24) south 17°50' 40" west
958.91 ft. to a concrete monument, thence (25) south 57°10' east 1839.00 ft. to a
concrete monument on the east side of a lane between the properties of George
