ELKTON                                                 2203

Section to The Code of Cecil County, Maryland (adopted January 25, 1971) under
Chapter 27 of said Code which incorporates the Charter of the Town of Elkton by
reference, and also known as Section 3B of the new Charter of the Town of Elkton as
adopted on October 30, 1968, and constituting an amendment to the municipal charter
of the body politic and corporate known as the Town of Elkton, and to annex and
include the following described land in the boundaries of taxable limits of the Town of
Elkton.

WHEREAS, in accordance with Section 19(c) of Article 23A of the Annotated
Code of Maryland (1957 Edition) at least 25% or more of the registered voters in
County elections who reside in the hereinafter described area, and the owners of at
least 25% of the assessed valuation in the said area have petitioned the Mayor and
Commissioners of the Town of Elkton, to annex said area into the corporate
boundaries of the Town of Elkton; and

WHEREAS, upon presentation of the petitions to the Mayor and
Commissioners of the Town of Elkton, the presiding officer thereof caused to be
made a verification of the signatures thereon and ascertained that the persons
signing the petitions represented at least 25% or more of the registered voters
residing in the area to be annexed and who are, in fact, registered as voters in
County elections in the precinct in which the the territory to be annexed is located;
and

WHEREAS, upon presentation of the petitions to the Mayor and
Commissioners of the Town of Elkton, the presiding officer thereof caused to be
made a verification of the signatures thereon and ascertained that the persons
signing the petitions owned at least 25% or more of the assessed valuation of the
real property located in the area to be annexed; and

WHEREAS, the Mayor and Commissioners of the Town of Elkton are desirous
of annexing the hereinafter described area into the corporate boundaries and
taxable limits of the Town of Elkton, this Resolution is adopted.

Section 1. BE IT RESOLVED by the Mayor and Commissioners of the Town
of Elkton, that a new section known as Section 3B of the new Charter of the Town
of Elkton as adopted on October 30, 1968, said Code also being Chapter 27 of The
Code of Cecil County, Maryland (adopted January 25, 1971) (said new section also
to be and constitute a part of the charter of the municipal corporation known as
the Town of Elkton), be and the same is hereby enacted to read as follows:

3B The following described area is hereby annexed to and included within the
boundaries and taxable limits of the municipality known as the Town of Elkton,
viz.:

BEGINNING FOR THE SAME AT AN IRON PIPE DRIVEN IN THE
GROUND ON THE SOUTHEASTERLY RIGHT OF WAY LINE OF
MARYLAND ROUTE NO. 279 (A 200 FOOT WIDE PUBLIC ROAD
RUNNING FROM THE TOWN OF ELKTON TO THE
MARYLAND-DELAWARE STATE LINE); SAID IRON PIPE BEING
LOCATED OPPOSITE AND RIGHT ANGLES TO STATION 77 69.11 AS
SHOWN ON THE MARYLAND STATE ROADS COMMISSION RIGHT
OF WAY PLAT NO. 19893; SAID POINT OF BEGINNING ALSO
MARKING THE SOUTHWESTERLY CORNER OF THE LAND NOW OR
FORMERLY OF FIRST GLADWYNE CORPORATION AS RECORDED IN
THE LAND RECORDS OF CECIL COUNTY IN LIBER W.A.S. NO. 179,
FOLIO 193; THENCE RUNNING FROM SAID POINT OF BEGINNING BY
AND WITH THE AFOREMENTIONED SOUTHEASTERLY RIGHT OF
