BLADENSBURG                                           2083

SECTION 1. Be it resolved by the Council of the Town of Bladensburg, that
Section 3-7 of the Charter of the Town of Bladensburg be repealed and re-enacted,
with amendments, to read as follows:

MAYOR

Section 3-7. Qualifications.

The Mayor of the Town shall be [of legal age] AT LEAST THIRTY-FIVE
(35) YEARS OF AGE, a citizen of the United States, a registered voter in the
Town, (assessed on the assessment books of the Town and County for real estate
in his or her name, whether or not jointly with spouse, for two (2) continuous years
immediately preceding the date of election, in an amount of not less than $5,000.00
dollars) and shall have been an actual dweller within the limits of the said Town
[for not less than two (2) continuous years immediately preceding the date of
election.] In case the Mayor ceases to possess any of the qualifications specified in
this section, or is convicted of crime while in office, he shall cease to be Mayor,
and there shall exist a vacancy in said office to be filled as hereinafter provided.
The Mayor shall receive an annual salary as set from time to time by an ordinance
passed by the MAYOR AND Council in the regular course of business. Provided,
however, that no change shall be made in the salary for any Mayor during the
term for which he was elected. The ordinance making any change in the salary
paid to the Mayor, either by way of increase or decrease, shall be finally ordained
prior to the municipal election to elect the next succeeding Mayor, and shall take
effect only as to the next succeeding Mayor.

SECTION 2. And be it further resolved by the Council of the Town of
Bladensburg, that Section 3-9 of the Charter of the Town of Bladensburg also be
repealed and re-enacted, with amendments, to read as follows:

THE COUNCIL

Section 3-9. Creation; salary, members.

Except as otherwise provided in this Charter all powers of the Town shall be
vested in a Council consisting of two Council members for each ward and the
Mayor. The Mayor shall be elected at large. The term of each Councilman shall
be for four (4) years except as hereinafter provided and until his successor shall
have qualified, and shall begin his duties on the first regular meeting after the
Mayor and Council certify to their election.

Regular elections for Councilman shall be every two odd years and to serve a
four years term. If a vacancy occurs in the Council it shall be filled in accordance
with Section 3-52 of this Charter. Each Councilman shall receive a yearly salary,
[or receive compensation in the form of an expense account] which shall be equal
for all councilman (sic) AS SET BY THE MAYOR AND COUNCIL and shall
be as specified from time to time by an ordinance passed by the Council in the
regular course of its business: provided, however, that the salary specified at the
time a Council member takes office shall not be changed during the period for
which that Council member was elected. The ordinance making any change in
salary or compensation paid to the Councilmen, either by way of increase or
decrease, shall be finally ordained prior to the municipal election for the members
of the next succeeding Council and shall take effect only as to the members of the
next succeeding Council. Each Councilman shall be qualified voters of the town,
AT LEAST THIRTY (30) YEARS OF AGE, and be a resident of the town [for
