EXECUTIVE ORDER OF MAY 27, 1971
MARYLAND ENVIRONMENTAL SERVICE
WHEREAS, By virtue of Article 2, Section 24 of the Constitution of Maryland,
the Governor of the State of Maryland is authorized to reallocate functions,
powers, and duties among the departments, offices, agencies, and
instrumentalities of the Executive Branch; and
WHEREAS, A new unit of State government, the Maryland Environmental
Service, has been created to provide proper management of liquid and solid
waste, and has been empowered to operate sewage treatment plants and solid
waste disposal facilities on behalf of any private or public entity in the State:
and
WHEREAS, In the interest of governmental efficiency, it is desirable to reassign
certain functions to the Maryland Environmental Service;
NOW THEREFORE, I, MARVIN MANDEL, GOVERNOR OF
MARYLAND, HEREBY PROMULGATE THE FOLLOWING ORDER
EFFECTIVELY IMMEDIATELY;
1. The Maryland Environmental Service is hereby directed to assume
responsibility for the operation and maintenance of all State-owned sewage
treatment and solid waste disposal facilities;
2. Each agency of the State which presently has responsibility for operating
such facilities is hereby directed to consult with the Maryland Environmental
Service to develop plans for the transfer of such responsibility as soon as feasible.
EXECUTIVE ORDER OF JUNE 15, 1971
COUNCIL ON VOCATIONAL AND TECHNICAL EDUCATION
WHEREAS, The State Board of Education originally appointed the members of
the Maryland State Advisory Council on Vocational and Technical Education in
1965, pursuant to the provisions of Federal Law P.L. 88-210; and
WHEREAS, Governor Agnew reconstituted this Council, pursuant to the
provisions of Federal Law P.L. 90-576; and
WHEREAS, Senate Bill 207, enacted by the General Assembly of Maryland in its
1971 Session and signed into law (Chapter 646 of the Acts of 1971) to be
effective July 1, 1971 created the Maryland State Advisory Council on
Vocational-Technical Education and is in full compliance with the
aforementioned federal laws; and
WHEREAS, If no further action is taken by Executive Order, there will exist on
July 1, 1971, a Maryland State Advisory Council on Vocational and Technical
Education and a Maryland State Advisory Council on Vocational-Technical
Education, both of which will perform identical functions; and
