1986                                         EXECUTIVE ORDERS

5. This Committee shall meet the Appalachian Regional Commission Child
Development Program requirements for a State Interagency Committee on child
development, and shall fulfill the responsibilities which are appropriate under
this program.

EXECUTIVE ORDER OF MAY 17, 1971
SPANISH SPEAKING PEOPLE

WHEREAS, it is the proper responsibility of government to provide programs and
services designed to maximize the physical, social, intellectual and economic
potential of all its constituent citizenry, and

WHEREAS, recent federal and state legislation has multiplied the availability of
programs and services in the broad area of human development, and

WHEREAS, the large and growing Spanish-speaking population of Maryland
represents a distinctive cultural group, justifying a distinctive approach to
problems of human development, and

WHEREAS, there presently exists no specific identifiable agency of State
Government with the responsibility for planning and evaluating programs,
policy and legislation relating to the Spanish-speaking population of Maryland,

NOW THEREFORE, I, Marvin Mandel, Governor of the State of Maryland, by
virtue of the authority vested in me by Article 2, Section 24 of the Constitution
of Maryland, on this date, hereby promulgate the following executive order:

1.  There is created within the Maryland Department of Employment and Social
Services the Maryland Commission on the Concerns of Spanish-speaking
People.

2.  The membership of said Commission shall consist of:

The Secretary of Employment and Social Services

or the Secretary's designee;

The Governor's National Relations Officer;

One representative of the State Board of Education

Eight representatives appointed in a geographically

balanced fashion from the Spanish-speaking

community in Maryland; and

Four other interested citizens.

3.  Said Commission shall have the responsibility for evaluating present programs
and services of the State Government as they directly affect the
Spanish-speaking population of Maryland, and for planning new programs to
meet presently unmet needs of said population. The results of such planning and
evaluation functions shall be forwarded with recommendations for action to the
Secretary of Employment and Social Services.

4.  Said Commission shall produce an annual report concerning the Commission's
activities and the general status of the Spanish-speaking population of
Maryland, which report shall be submitted to the Governor through the
Secretary of Employment and Social Services.

5.  Said Commission is entitled to the full cooperation of State Departments and
Agencies. In this regard, all departments and agencies of State Government
shall furnish information and other such assistance as may be necessary and
