ARTICLE X ANNUAL REPORTS

Each department of the Executive Branch, and each agency not included within
a department shall report annually to the Governor, between December 15 and
January 1, all activities undertaken in the past year to effectuate this Code of Fair
Practices. The report shall cover both internal personnel practices and external
relationships with other State agencies. A copy of each report shall be furnished
the Maryland Commission on Human Relations.

ARTICLE XI PUBLICATION OF CODE OF FAIR PRACTICES

Copies of the Code shall be distributed to all State officials and employees and
copies shall be posted in conspicuous locations in all State facilities.

EXECUTIVE ORDER OF JANUARY 15, 1971

COMMISSION ON LAW ENFORCEMENT AND ADMINISTRATION OF

JUSTICE

WHEREAS, The Governor's Commission on Law Enforcement and the
Administration of Justice was established in June, 1967 by an Executive Order
of the Governor of Maryland; and

WHEREAS, It was necessary to further define the functions and duties and to
reconstitute said Commission by an Executive Order of the Governor of
Maryland in June of 1969; and

WHEREAS, The previous two Executive Orders relating to said Commission
named individual members to the Commission; and

WHEREAS, Numerous vacancies have occurred from time to time on the
Commission which cannot be filled without the promulgation of a new
Executive Order; and

WHEREAS, It seems desirable to avoid this cumbersome appointive procedure
and reconstitute said Commission by designating in an Executive Order
positions which shall be filled by the Governor;

NOW, THEREFORE, BY VIRTUE OF THE POWERS VESTED IN ME AS
GOVERNOR OF THE STATE OF MARYLAND, I, MARVIN MANDEL,
HEREBY PROMULGATE THE FOLLOWING ORDER:

1.  The Governor's Commission on Law Enforcement and the Administration of
Justice shall have all the powers and duties previously vested in the Commission.

2.   The following officials shall be ex-officio members of the Governor's
Commission on Law Enforcement and the Administration of Justice and shall be
entitled to all rights and privileges of membership:

Attorney General of Maryland, or his designee
Secretary of Public Safety and Correctional Services
