1970 EXECUTIVE ORDERS
PROCLAMATION AND EXECUTIVE ORDER OF JUNE 6, 1970
UNIVERSITY OF MARYLAND - RESCISSION OF EMERGENCY
PROCLAMATION
WHEREAS, I, Marvin Mandel, Governor of the State of Maryland, did on May
4, 1970 proclaim that a state of public emergency and crisis existed in the
vicinity of College Park, Maryland; and
WHEREAS, Subsequent to the aforesaid proclamation, I issued on May 4, May
14, and May 15, 1970, several executive orders including an order
restricting access to the College Park Campus and an order directing the
State Militia into active service in said area; and
WHEREAS, After consultation with responsible officials in this area I am
advised that the state of public emergency and crisis has abated and
domestic tranquility has been restored.
NOW, THEREFORE, by virtue of the authority vested in me by the
Constitution and laws of the State of Maryland, I do hereby proclaim,
effective as of 5:00 P.M. June 6, 1970, the rescission of the proclamation of
emergency in the vicinity of College Park, Maryland, and do further
proclaim the rescission of the order restricting access to the College Park
Campus, and do further relieve the State Militia from active service in
said area, and rescind any other executive orders issued as a result of such
proclamation of public emergency and crisis.
EXECUTIVE ORDER OF JUNE 15, 1970
SCIENCE ADVISORY COUNCIL
WHEREAS, The Governor's Science Resources Advisory Board was
established by Executive Letter by Governor J. Millard Tawes in the spring of
1963; and
WHEREAS, Said Board has worked in the area of encouragement,
coordination and guidance of science industry development in the State of
Maryland and for the better communication among science industries in Maryland;
and
WHEREAS, Said Board has performed these functions in cooperation and
conjunction with the Department of Economic Development; and
WHEREAS, Both the Department of Economic Development and the
Governor's Science Resources Advisory Board have recommended to the Governor
that the functions of the Board relating to science industry development be
assumed by the new Department of Economic and Community Development; and
WHEREAS, A need exists to have a permanent council to provide the
Governor with advice, recommendations, interpretation of scientific problems or
data, studies, forecasts of future scientific information and their relation with the
State of Maryland, or other information or comment he may request.
NOW, THEREFORE, I, MARVIN MANDEL, BY VIRTUE OF THE
AUTHORITY VESTED IN ME AS GOVERNOR OF THE STATE OF
MARYLAND, ON THIS DATE, HEREBY PROMULGATE THE
FOLLOWING EXECUTIVE ORDER:
1. The Governor's Science Resources Advisory Board is hereby abolished.
