NOW, THEREFORE, I, MARVIN MANDEL, BY VIRTUE OF THE
AUTHORITY VESTED IN ME AS GOVERNOR OF THE STATE OF
MARYLAND, ON THIS DATE, HEREBY PROMULGATE THE
FOLLOWING EXECUTIVE ORDER.

There is established, effective as of the date of this order, the Governor's
Commission to Study Compensation for State Employees which shall report and
be responsible directly to the Governor.

The said Commission shall consist of five members who shall serve at the
pleasure of the Governor, with one of the five members being designated by the
Governor as Chairman of the Commission.

The Commission shall study the entire subject of wages and benefits of State
employees and shall also study said wages and benefits as they relate to federal
and private industry employees. The Commission shall report its findings and
recommendations to the Governor.

The said Commission shall meet whenever the Governor or the Chairman of the
Commission calls a meeting.

The initial membership of the said Commission shall consist of the following
