Department of Budget and Fiscal Planning will immediately constitute the Central
ADP Staff, as herein described, to provide a focal point for ADP planning and
management control of State ADP resources and to assist the several Departments
and Agencies of the State in the continuing development and application of
requisite resources for fulfilling their respective stated objectives.
All Departments are expected to comply with the spirit of this Executive Order
and ensuing procedural and organizational directives requisite for its promulgation.

EXECUTIVE ORDER OF DECEMBER 15, 1969
COMMISSIONER OF PERSONNEL - EMPLOYEE RELATIONS
To: All Department, Agency and Commission Heads.
In an endeavor to promote more effective and uniform employee relations, I am
designating the Commissioner of Personnel as my representative in all matters
pertaining to employee relations.
He will have total responsibility in this area and will be my liaison
representative with individual State employees as well as all employee
organizations. In addition, he will have full responsibility for the processing of all
employee grievances under the provisions of the Statewide Grievance Procedure
issued by me on July 15, 1969. Any problems in this area should be directed to his
office.
EXECUTIVE ORDER OF APRIL 22, 1970
MARYLAND COUNCIL ON ENVIRONMENT
WHEREAS, I have heretofore appointed a council made up of five persons to
coordinate policies and practices concerning environmental matters; and
WHEREAS, the need exists to have a permanent council to coordinate policies and
practices and to formulate plans to assure the future quality of our
environment;
NOW, THEREFORE, I, MARVIN MANDEL, BY VIRTUE OF THE
AUTHORITY VESTED IN ME AS GOVERNOR OF THE STATE OF
MARYLAND, ON THIS DATE, HEREBY PROMULGATE THE
FOLLOWING EXECUTIVE ORDER:
Maryland's citizens are entitled to opportunities for a long life in pleasant
surroundings that offer optimum use of the State's natural resources. To achieve
those ends, there is need for a body to coordinate and unify the administration of
laws, policies and practices that may have an impact on environmental quality.
All Departments and agencies of the State must conduct their affairs with an
awareness that they are stewards of the air, land, water and living resources. Every
unit of government has an obligation to protect the environment for the use and
enjoyment of this and all future generations.
There is hereby created, effective as of the date of this Order, the Maryland
Council on the Environment. The Council shall have a permanent membership
composed of: The Governor, Chairman; the Secretary of State, Vice-Chairman;
the Secretary of Health and Mental Hygiene; the Secretary of Natural Resources;
and the Secretary of State Planning. The Chairman may invite other cabinet level
officers or heads of government agencies, including the heads of separate
commissions and authorities created under State law, to meet with the Council and
participate in its deliberations on specific matters.
