MARVIN MANDEL, Governor                                 1959

Government of the State of Maryland, and shall report and be responsible directly
to the Governor.

The said Council shall consist of three members who shall serve at the pleasure
of the Governor, with one of the three members being designated by the Governor
as Chairman of the Council.

The said Council shall meet whenever the Governor or the Chairman of the
Council calls a meeting.

The said Council is authorized to employ, upon the approval of the Governor,
an Executive Director, who shall report directly to the Council, who shall serve at
the pleasure of the Council and who shall perform such administrative or other
duties as may be assigned to him by the Council or by the Governor.

The said Council shall advise the Governor, either upon the Governor's request
or the Council's initiative, on any matters relating to the economy of the State of
Maryland.

The initial membership of the said Council shall consist of the following
persons:

EXECUTIVE ORDER OF JUNE 5, 1969

COMMISSION ON LAW ENFORCEMENT AND ADMINISTRATION OF

JUSTICE

WHEREAS, the high incidence of crime threatens the peace, security and general
welfare of the State of Maryland and its citizens; and

WHEREAS, to prevent crime and to insure the greater safety of the people, law
enforcement efforts and juvenile delinquency control must be better
coordinated, intensified and made more effective at all levels of government;
and

WHEREAS, crime is essentially a local problem that must be dealt with by
State and local governments if it is to be controlled effectively; and

WHEREAS, it is necessary in the public interest that an Executive agency assist
State and local government to strengthen and improve law enforcement,
crime prevention and control of juvenile delinquency; and

WHEREAS, an Executive Commission to develop plans for the control of crime
and delinquency has been created in the State of Maryland; and

WHEREAS, it is desirable to define further the functions and duties of said
body;

THEREFORE, BY THE VIRTUE OF POWERS VESTED IN ME AS
GOVERNOR OF THE STATE OF MARYLAND, I, MARVIN MANDEL,
