1904                                                   VETOES

Honorable William S. James
President of the Senate
State House
Annapolis, Maryland 21404

Dear Mr. President:

In accordance with Article II, Section 17, of the Maryland Constitution, I have
today vetoed Senate Bill 774.

This bill excludes hatchery eggs from certain personal property assessments.

House Bill 933, which was enacted by the General Assembly and signed by me
on May 21, 1973, accomplishes the same purpose as Senate Bill 774.

Therefore, it is unnecessary for me to sign Senate Bill 774.

Sincerely,

/s/ Marvin Mandel
Governor

numbering of boats not required to be numbered and exempt certain vessels
from payment of a certificate fee and the title tax and increase the fee for lost
certificates and to delete the recordation fee; to amend the State Boat Act
generally so as to comply with the Federal Boat Safety Act of 1971; and to
correct certain obsolete agency designations.

June 1, 1973.

Honorable William S. James

Annotated Code of Maryland to modify certain provisions relating to fees and taxes
and to amend the numbering provisions thereof, so as to comply with the Federal
Boat Safety Act of 1971.

House Bill 989, which was enacted by the General Assembly and signed by me on
May 24, 1973, contains an even more comprehensive revision of several portions of
Article 14B and, in its like amendments to Sections 5 and 6(c), accomplishes the
same purposes as Senate Bill 912. Aside from slight non-substantive differences in
language House Bill 989 also provides in Section 6(c), that those amounts owing on a
vessel, and to be paid before the Department of Natural Resources may effect a
