House Bill 775, which was enacted by the General Assembly and signed by
me on April 26, 1973, accomplishes the same purposes as Senate Bill 666.

Therefore, it is unnecessary for me to sign Senate Bill 666.

Senate Bill No. 681 - Driver Education in Baltimore City

AN ACT to repeal and re-enact, with amendments, Section 90 of Article 77 of the
Annotated Code of Maryland (1969 Replacement Volume), title "Public
Education," subtitle "Chapter 6. The Public Schools," to provide that the
Board of School Commissioners of Baltimore City offer instruction in the safe
operation of motor vehicles to certain high school students under certain
conditions and correcting language therein.

Dear Mr. President:

In accordance with Article II, Section 17, of the Maryland Constitution, I
have today vetoed Senate Bill 681.

This bill would require the Board of School Commissioners of Baltimore
City to offer driver education to high school students in the Baltimore City public
school system.

I have been informed by the sponsor of this bill that it would cost Baltimore
City an additional $505,000. Because these funds are presently unavailable for this
program, the Sponsor has requested that the bill be vetoed. I have received a
similar request from the Mayor of Baltimore City.

Consequently, I have decided to veto Senate Bill 681 at the request of the
sponsor and the Mayor of Baltimore City.

Senate Bill No. 774 - Tax Exemption for Hatchery Eggs.

AN ACT to repeal and re-enact, with amendments, Section 9A(h) of Article 81 of
the Annotated Code of Maryland ([[1969 Replacement Volume and]] 1972
Supplement), title "Revenue and Taxes," subtitle "What Shall Be Taxed and
Where," [[subheading "Personal Property Exemptions," to enlarge the
definition of poultry to include fertile hatching eggs.]] to provide a property tax
exemption for certain hatching eggs.
