RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
General Assembly of Maryland supports a policy that requires the State
Department of Education to continue to operate the transportation system whereby
the welfare and safety of children shall be the primary factor in the transporting of
children; and be it further

RESOLVED, That copies of this Resolution be sent to the State Superintendent
of Schools, Dr. James Sensenbaugh, P. O. Box 8717, Friendship International
Airport, Baltimore, Maryland, 21240, and to Mrs. Lester B. Reed, President,
Maryland Association of Parent-Teacher Associations, Valley View, Mt. Savage,
Maryland 21545.

(House Joint Resolution 75)

House Joint Resolution requesting the State of Maryland to grant $100,000 to
Gateway Pre-School to expand facilities and augment staff salaries to further
the education of many deserving but impaired students.

WHEREAS, It was recognized that young pre-school children had hearing and
speech impairments and that there were insufficient classroom facilities to meet the
needs of these children and recognizing this need, Mirian P. Hardy, Ph.D., Cyruss
Blanchard, M.D. and Mr. Jay Cherry were instrumental in establishing Gateway
Pre-School; and

WHEREAS, Gateway Pre-School has been in existence since 1960, and has
since merged with the Hearing & Speech Agency, Inc.; and

WHEREAS, Gateway Pre-School students, who range in age from three to six,
have profited by the experience and dedication of the teachers, therapists, aides
and administrative staff of Gateway Pre-School; and

WHEREAS, Gateway Pre-School is presently located in Hodge House provided
by the First Presbyterian Church of Baltimore at an extremely low rent; and

WHEREAS, The restricted facilities and tight budget of Gateway Pre-School
presently limit the student body of Gateway to forty-eight students; and

WHEREAS, Many children suffering hearing and speech impairments in the
Baltimore area are being denied the expertise and experience of the Gateway
Pre-School faculty at a time when this learning experience is most needed for their
continued future development, and without this therapy and guidance these
children have little chance of competing equally with those students who do not
suffer these impairments; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
Gateway Pre-School receive an initial grant of $100,000 from the State of
Maryland to be used to implement increased facilities and to augment salaries of
the professional staff; and be it further

RESOLVED, That a copy of this Resolution be sent to the Governor of
Maryland.
