House of Representatives, the President of the Senate, and the Chairman of the
House and Senate Judiciary Committees, U.S. Capitol, Washington, D.C. 20515.

(Senate Joint Resolution 16)

SENATE JOINT RESOLUTION requesting of the Department of
Transportation to [[establish]] cooperate with Federal, state, local and private
agencies in coordinating medical facilities at Friendship International Airport in
the case of air disasters at the Airport.

WHEREAS, Friendship International Airport is the twenty-fifth largest airport
in the United States serving approximately 3 million passengers per year and
employing 2,700 Marylanders; and

WHEREAS, only limited first-aid treatment is available at Friendship Airport;
and

WHEREAS, space can be made available in the Terminal Building for a
medical suite; and

WHEREAS, the possibility of a major air disaster would require the
coordination of all emergency facilities and manpower in the region; and

WHEREAS, no coordinated emergency implementation plan is currently in
effect at Friendship Airport now; now, therefore, be it

RESOLVED by the General Assembly of Maryland, That [ [the Department of
Transportation is requested to establish the appropriate medical facility at
Friendship International Airport to meet the emergency medical needs of
passengers and employees; and be it further

RESOLVED, That]] the Department of Transportation is requested to
cooperate with the appropriate [[State]] Federal, state, local and private agencies
to coordinate available medical resources in the event of a major air disaster at or
near Friendship Airport; and be it further

RESOLVED, That copies of this resolution be sent to the Secretary of the
Department of Transportation, Secretary of the Department of Health and Mental
Hygiene, Secretary of State Planning, Board of Public Works, and the Director of
Public Safety and Correctional Services.
