HOUSE JOINT RESOLUTION requesting the Governor to appoint a
Commission to study both the effect of federal assisted housing construction on
community services and the problems of funding community services caused by
housing projects and related construction, and to report to the General
Assembly during the 1974 legislative session.
WHEREAS, The federal and state governments are participating in revenue
sharing which, among other things, helps the states meet the generally growing cost
of and demand for improved and expanded public services; and
WHEREAS, The State of Maryland is requested to provide and does provide
substantial State aid to public education, health and welfare, and does thereby
relieve the counties of some financial burden; and
WHEREAS, Serious consideration is being given to reducing the burden of
local property owners and to transferring more of the burden of meeting such
expense to the State; and
WHEREAS, State agencies and local authorities are attracted to federal
programs which provide funds for urban renewal, housing developments, and other
public construction; and
WHEREAS, Many such federal assisted housing construction endeavors,
including housing projects, cause great expense beyond original construction costs,
to the community and county where they are located, which expense includes, but
is not limited to, police and fire protection, health services, and educational
facilities; and
WHEREAS, The federal government should meet some of the additional costs
resulting from the effect of federal assisted housing construction on the
above-mentioned community services, to minimize the impact of such construction
on State and local government; and
WHEREAS, For the foregoing reasons, approval for the construction of low
cost housing could involve State burden, therefore, be it appropriate for General
Assembly consideration; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Governor be requested to appoint a Commission comprised of representatives of
appropriate State agencies, the General Assembly, the construction industry, and
other agencies deemed pertinent, to study both the effect of public housing
construction on community services and the problems of funding community
services caused by housing projects and other public construction; and be it further
RESOLVED, That the Commission seek useful methods of developing low cost
housing programs to meet the needs of the State; and be it further
RESOLVED, That the Commission shall make a report and recommendations,
based on its findings, to the General Assembly during the 1974 legislative session;
and be it further
