MARVIN MANDEL, Governor                                 1839

RESOLVED, That the several departments, boards, and commissions of the
State shall give information and assistance required by the Commission in making
its study and investigation; and be it further

RESOLVED, That the Commission be known as the Maryland Commission for
the Study of the Child Labor Laws; and be it further

RESOLVED, That a copy of this Resolution be sent to the Governor.

(House Joint Resolution 27)

House Joint Resolution calling on the United States Congress to commission a
study to determine the correlation, if any, between drug advertising and drug use.

WHEREAS, The National Council of Churches, representing over 100,000,000
Catholics, Jews and Protestants, did, on November 14th, 15th and 16th, 1972,
conduct public hearings to ascertain the effect of drug advertising, if any, on drug
use; and

WHEREAS, That Panel concluded that there had been little, if any, empirical
research on the question; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Maryland Delegation to the United States Congress be urged to enact legislation
requiring a study to determine what effect, if any, drug advertising has on drug
usage in our country; and be it further

RESOLVED, That copies of this Joint Resolution be sent to each member of
the Maryland Congressional Delegation.

(House Joint Resolution 37)

House Joint Resolution requesting a legislative investigation of title insurance
companies of Maryland in light of the constant low loss ratios, but
never-decreasing rate charges of these companies.

WHEREAS, The title insurance companies of Maryland have generated a very
low loss ratio in the range of 1-5% in the past several years; and

WHEREAS, It is desirous that these insurance companies realize a fair rate of
return for their services, but the rising settlement costs in this State, along with
"binder fees" imposed by certain title companies, are putting a severe strain on
Maryland citizens in our "mobile society" where more than one home may be
purchased in a lifetime; and
