Ch. 891 MARVIN MANDEL, Governor 1805
COMMISSION BY RESOLUTION SHALL SUBMIT ITS
DETERMINATION FOR COMPENSATION AND ALLOWANCES TO THE
COUNTY COUNCIL. THE COMMISSION MAY RECOMMEND AN
INCREASE OR DECREASE IN THE COMPENSATION PAID TO
MEMBERS OF THE COUNTY COUNCIL, BUT IN NO EVENT MAY
COMPENSATION OR ALLOWANCES BE LESS THAN PROVIDED IN
THE CHARTER OF THE RESPECTIVE COUNTIES. UPON RECEIVING
THE RESOLUTION, THE COUNCIL MAY REDUCE OR REJECT THE
COMMISSION'S RECOMMENDATION, BUT IT SHALL NOT INCREASE
ANY ITEM IN THE RESOLUTION. THE RECOMMENDATIONS
CONTAINED IN THE RESOLUTION SHALL BECOME EFFECTIVE
UPON THE ADOPTION BY THE COUNCIL OF AN ORDINANCE
ENCOMPASSING THE RECOMMENDATIONS, BUT THE SALARY
SPECIFIED AT THE TIME A COUNCIL TAKES OFFICE SHALL NOT
CHANGE FOR THAT PERIOD DURING WHICH THE COUNCIL WAS
ELECTED.
THE ORDINANCE MAKING ANY CHANGE IN THE SALARY PAID
TO MEMBERS OF THE COUNTY COUNCIL SHALL BE ORDAINED
PRIOR TO THE ELECTION FOR THE MEMBERS OF THE NEXT
SUCCEEDING COUNCIL AND TAKE EFFECT ONLY FOR THE
MEMBERS OF THE NEXT SUCCEEDING COUNCIL.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

(House Bill 837)
AN ACT to add new Section 46B to Article 41 of the Annotated Code of
Maryland ([[1971 Replacement Volume and]] 1972 Supplement), title
"Governor-Executive and Administrative Departments," subtitle "The Executive
Department," subheading "Governor." to follow immediately after Section 46A
thereof, to require that if the Governor or an executive branch official is
requested to take some action by a joint resolution of the General Assembly,
the Governor or the official must notify the Legislative Council and the sponsor
of the resolution concerning the actions taken pursuant to it.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 46B be and it is hereby added to Article 41 of
the Annotated Code of Maryland ([[1971 Replacement Volume and]] 1972
Supplement), title "Governor-Executive and Administrative Departments," subtitle
"The Executive Department," subheading "Governor." to follow immediately after
Section 46A thereof, and to read as follows:
46B.
WHEN THE GENERAL ASSEMBLY ADOPTS A JOINT RESOLUTION
REQUESTING THE GOVERNOR OR ANY OFFICIAL OF ANY
EXECUTIVE AGENCY TO TAKE ANY ACTION, BY OCTOBER FIRST OF
THE YEAR IN WHICH THE RESOLUTION WAS ADOPTED THE
GOVERNOR OR THE OFFICIAL SHALL NOTIFY THE LEGISLATIVE
COUNCIL AND THE SPONSORS OF THE JOINT RESOLUTION OF THE
ACTIONS TAKEN PURSUANT TO ITS PROVISIONS.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.
